Transport for New South Wales (TfNSW) invites Expressions of Interest (EOI) from experienced, suitably qualified contracting organisations that have the capability to undertake the role of Contractor for the Regional Station Upgrade projects under a Construct Only Minor Works Contract as described in the EOI document.
This Invitation involves the delivery of Regional Station Upgrades under the Transport Access Program (TAP) to improve access to public transport for people with disabilities, the elderly and customers travelling with children and/or luggage, and ultimately achieve alignment with the Disability Standards for Accessible Public Transport 2002 (DSAPT) and Disability Discrimination Act 1992 (DDA) and other legislative requirements for the regional stations.
TfNSW's intent is to follow a two-phased procurement process:
• Phase 1: an Invitation for Expression of Interest (EOI) to the open market to short-list appropriate organisations; and
• Phase 2: an Invitation to Tender (ITT) issued to appropriate short-listed Applicants.

Additional Details / Instructions
The Station names are Moree, Narrabri, Gunnedah, Junee, Cootamundra, Casino, Grafton, Taree, Dubbo, Griffith and Queanbeyan.
Conditions for Participation
The EOI Documents are password protected. Applicants are to submit a filled-in and signed Confidentiality Deed Poll and send via email as an attachment (along with their Public Liability Certificate of Currency) to RSW.Procurement@transport.nsw.gov.au for TfNSW to issue them the password.
Tenders will be required to satisfy the following Minimum Requirements. Tenders that are assessed as not satisfying the Minimum Requirements will be excluded from further consideration:
• The Applicant must demonstrate as a minimum that they can meet one of the following requirements (either a. or b.):
a. The Applicant has a registered company office (that is listed on the Australian Securities and Investment Commission (ASIC) website) outside the Sydney Metropolitan Area, but within NSW. The Sydney Metropolitan Area is considered to be bounded by the Hawkesbury River, Nepean River and the Royal National Park; or
b. The Applicant must provide evidence that 60% of the total turnover for the past three (3) years has been generated on regional based projects.
• The Applicant has achieved an average turnover in construction activities (including managing a number of construction trades / subcontractors) greater than $1 million per annum for each of the last three years.
• The Applicant must demonstrate as a minimum that they have a Work Health and Safety (WHS) Management System which meets the requirements of the accreditation criteria defined in the NSW Government WHS Management System Guidelines (available from the following link).
