Tender Details

Transport for NSW (TfNSW) invites submission of an Expression of Interest (EOI) for body worn camera (BWC) technology solutions including; 

  • a repository for video footage captured via BWC,

  • a mechanism to upload that footage to the repository, and

  • real-time access to the repository by TfNSW and accredited third-parties.  

The main way to get a heavy vehicle licence in NSW is to complete a Heavy Vehicle Competency Based Assessment (HVCBA) with a TfNSW accredited Registered Training Organisation (RTO).  The primary purpose of the HVCBA program is to improve road user safety by ensuring that heavy vehicle (HV) licence holders have the necessary skills, knowledge and attitude to safely operate heavy vehicles of the relevant HV licence class. The continued efficacy of this program is vital to ensure safety and community trust in the licensing of HV drivers. The HVCBA has a training element and an assessment element called the Final Competency Assessment (FCA). 

TfNSW is investigating Body Worn Camera (BWC) technology options to improve the transparency and evidence base for heavy vehicle assessments as part of the HVCBA program. This technology will capture video and audio interactions between the Trainer / Assessor and applicant during training both inside and outside of a heavy vehicle cabin. 

Current camera technology in use by RTOs does not record the around the vehicle/out-of-cabin assessment criteria. In each vehicle, there is one fixed camera recording the road condition and a second one recording inside the cabin. There is no camera recording the pre-assessment vehicle inspection. Upgrading the dash camera to a BWC will allow RTOs to record the pre-assessment vehicle inspection as part of the HVCBA. 

TfNSW has full access rights to FCA/CT recordings by RTO’s for the purpose of ensuring continued integrity of a heavy vehicle licence. The current accessing of footage is a manual and inefficient process. Use of body worn camera technology combined with centralised cloud-based video footage storage will fulfill TfNSW business requirements. 

The outcome of the Request for Expression of Interest will advise on available BWC solutions and inform potential BWC implementation strategies into the HVCBA program.
