The return of international students as soon as possible is vital for retaining jobs in our education sector, and for the economy more broadly. International education is our second largest export, generating $14.6b in exports annually before the pandemic and supporting nearly 100,000 jobs in NSW. We estimate in 2021 we have already lost one third of our international student base.

Returning international students must not displace returning Australian citizens and permanent residents and must not overload stretched Health and Police resources. A solution is required to identify a manageable, ongoing number of regular arrivals outside of the 3,000 per weekly cap that would sit alongside the current quarantine hotel model applying the same protocols and processes and led by NSW Police and Health.

The NSW Government invites Purpose-Built Student Accommodation Providers based in Sydney CBD or Sydney CBD Fringe to submit an Expression of Interest with a view of forming a panel of eligible providers to house international students coming into NSW for the 14-day quarantine period.

The International Student Accommodation Quarantine program is a NSW Police led operation in conjunction with NSW Health and therefore all operational decisions are taken by NSW Police. Proposed properties will be assessed on site by NSW Police, NSW Health and Fire and Rescue for suitability to join the program based on location, footprint and building layout.

Vendor Instruction

We invite Purpose-Built Student Accommodation Providers to submit an Expression of Interest to become an eligible provider for International Student Quarantine Services.

To do this you must update or set up your supplier profile.

If you have previously held an account on the eTendering website, to have your new buy.nsw Supplier Hub account activated, please follow the steps below.

  • Go to https://suppliers.buy.nsw.gov.au/login and click on the login tab.
  • Select ‘Invitation Email’ link that is provided in the box titled Attention.
  • Enter your email address attached to your eTenders account and select ‘Send Instructions’
  • An email will be sent. Please click on the ‘Accept Invitation’ button
  • Enter in the information requested, then complete details on the registration page.

For a new registration, go to https://suppliers.buy.nsw.gov.au/login and select the ‘I’m a Supplier’ tab and create a supplier account.  

The Purpose-Built Student Accommodation Providers must ensure that all persons working on site, including but not limited to the accommodation employees and managers, consultants, subcontractors and suppliers, do not engage with, approach or provide comment to media, politicial stakeholders, neighbours, guests or other stakeholders in relation to this contract.

Contract *

If you have already been deemed an eligible provider, you will be required to 'modify your successful' application and accept these terms and conditions. If you choose not to accept these terms and conditions, you have the option to withdraw your application.

    Due to a technical issue preventing new users from submitting applications, this EOI has been extended to 11pm, 15/04/2021. If you were one of the suppliers that experienced this issue, please ensure you submit before the new closing time. If you have already submitted an application, no further action is required.
