The purpose of this EOI is to provide information regarding the offer, detail the process and invite those who are interested in purchasing the wood biomass and who have the capability to utilise the biomass, to submit proposals via this Expression Of Interest.
The volume on offer is approx. 80,000 - 100,000 Green Metric Tonnes of biomass resources generated per annum from the harvest operations in the Bombala Management Area. It is also on offer the available salvage bank of approx. 380,000 Green Metric Tonnes of biomass resource generated from the salvage operations following the 2020 Fires in the region.
This invitation is the first stage of a proposed two stage process.
This EOI (Stage 1) will assist FCNSW to identify suitably qualified companies likely to be able to meet its needs and assist it in defining its requirements for the project.
The Stage 2 will involve an “offer” phase, and FCNSW reserves the right, in its absolute discretion, to adopt any procurement strategy, following the evaluation of EOI responses, including (without limitation) one or more of the following: enter direct negotiations with one or more preferred suppliers identified as a result of this Invitation; or invite restricted tenders from Respondents shortlisted as a result of evaluation of EOIs received; or invite public tenders; or discontinue the process.

The biomass resource on offer is residual stem wood/large branches originated from the FCNSW harvest operations in Bombala. The residues are sections of various sizes and forms of a stem that have not been recovered for other markets. Examples of indicative biomass are provided in the EOI document.
Proponents that intend to lodge Proposal submissions are required to register through NSW Government eTender website www.tenders.nsw.gov.au. All registered proponents will receive any amendments to the EOI via email that need to be considered prior to submitting a Proposal.

Conditions for Participation
Proponents must meet all mandatory requirements as advised in the EOI document. Proponents will be required to provide detail and evidence of all the mandatory requirements as well as pricing for the proposed services.
Estimated Timeframe for Delivery
The submissions will close on the 2nd July 2021.
The Notice of Stage 1 outcome and commencement of Stage 2 is expected on the 13th August 2021.
The Notice of Outcome by 30th August 2021.
The contract commencement date is expected as soon as practical, or subject to agreement.
