Tender Details
The Parliament of NSW (Principal) seeks proposals (Quotation) from experienced IAM solution experts (Tenderers) to provide a costed IAM solution proposal and to provide implementation services for the core IAM product.
The project is comprised of the procurement of an IAM solution and the implementation of the core IAM product so procured, in the NSW Parliament production environment. Implementation includes some integration with SAP and with Genetec but does not include the implementation of automated provisioning / de-provisioning and RBAC.
The procured IAM solution must enable current and future needs for IAM in the Parliament.
A 3 year roadmap of work necessary to deliver IAM and related PAM functionality, capability and benefits required by the Parliament has been defined in a Strategy and Roadmap for IAM. The implementation aspect of this tender addresses only the 1st year of work, as outlined below:
A full-feature IAM will be procured.
The IAM Core Product will be implemented in Production. Critical integrations will be undertaken. An implementation partner will be sourced through the tender to assist Parliament with this implementation.

The core implementation must align with Parliament schedule and timelines. Implementation of the core product must be completed by 22 March 2023 to cater for state election date constraints and other dependent projects.

The Principal will hold a virtual vendor briefing at 10:15am on Wednesday, 16 November 2022. Respondents should register their interest in attending the briefing by sending an email to the Contact Officer by 10am on Monday, 14 November 2022. Webex invitations to attend the briefing will only be sent to those who register their interest to the referenced email address.
It is requested that Tenderers indicate their “intent to respond” by 5pm Monday, 14 November 2022.
Questions from Tenderers may be submitted up to 5pm on Tuesday, 22 November 2022 to ensure sufficient time for them to be answered and published to the eTendering website. All questions must be in written form and emailed to the Contact Officer.
Parliament will endeavour to make available answers to questions received from vendors every Tuesday and Thursday via this platform.

Conditions for Participation
Tenderers must be willing to accept the NSW Government ICT Purchasing Framework for ICT contracts procurement and Governance and Reporting Framework for non-beneficial variations (https://buy.nsw.gov.au/resources/ICT-Purchasing-Framework) and must have Australian based support services to be awarded this engagement.
Estimated Timeframe for Delivery
It is estimated that the core IAM product will be delivered over 3 months, from 9 January 2023 to the end of March 2023.
