Tender Details

The Parliament of NSW (Principal) seeks proposals (Quotation) from experienced IAM solution experts (Tenderers) to provide a costed IAM solution proposal and to provide implementation services for the core IAM product.

The project is comprised of the procurement of an IAM solution and the implementation of the core IAM product so procured, in the NSW Parliament production environment.  Implementation includes some integration with SAP and with Genetec but does not include the implementation of automated provisioning / de-provisioning and RBAC.

The procured IAM solution must enable current and future needs for IAM in the Parliament.

A 3 year roadmap of work necessary to deliver IAM and related PAM functionality, capability and benefits required by the Parliament has been defined in a Strategy and Roadmap for IAM.  The implementation aspect of this tender addresses only the 1st year of work, as outlined below:

A full-feature IAM will be procured.

The IAM Core Product will be implemented in Production.  Critical integrations will be undertaken.  An implementation partner will be sourced through the tender to assist Parliament with this implementation.

Strategic objectives

  • Parliament safety and security of identities, information, and resources
  • Modernisation and simplification of technology and services

Benefits realised

• Reliance on core IAM end-of-life technology: MIM.

• Reduction of identified Cyber Security risks (through IAM only)

Functionality established

• Core IAM Product with IAM Management & Governance

• Integration with Priority 1 business applications – SAP & Genetec

• SSO for identified applications

• Agreed identity sources of truth

• Training / upskilling to support identity and access BAU operations (technology and business)

• Transition to BAU

Process enhancements

• Documented as-is and to-be processes for IAM and business IAM

• Base level IAM governance and management processes

The core implementation must align with Parliament schedule and timelines.  Implementation of the core product must be completed by 22 March 2023 to cater for state election date constraints and other dependent projects.

RFT Type

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.
