The NSW Government is willing to set up a panel arrangement for the provision of Payroll Services with a limited number of suppliers (consolidating volume), and it is expected to include a diverse range of suppliers, including Aboriginal owned businesses, social enterprises, small and medium enterprises, regional businesses, disability employment organisations, as well as large businesses.
The purpose of this Expression of Interest (EOI) is to assess market interest and supply capacity for this panel. If enough suppliers express their interest through this EOI, a closed subsequent procurement process to select suppliers may follow, where only respondents to this EOI will be considered.

The NSW Government employs approximately 7,000 contingent workers at any point in time under Contractor Central, the environment the NSW Government uses to manage its contingent workforce. Currently, around 20% of these contingent workers are sourced directly and require payroll services, with this percentage expected to increase in the next few years. The NSW government is looking to set up a panel agreement for these services with a limited number of suppliers, consolidating volume.
All suppliers in this new payroll services panel are expected to provide payroll services for a fee that does not exceed 2.5% of the Contingent Worker normal time Pay Rate (or an equivalent fixed dollar amount). Details of the Services sought in this panel are defined in the EOI Conditions and Statement of Requirements.
If enough suppliers express their interest through this EOI, a subsequent procurement process, (closed Request for Tender, Request for Proposal, direct negotiations or any other procurement process) may follow, where only suppliers who have responded to this EOI will be considered. The selection criterion to participate in the subsequent procurement process will be the Respondent is interested to provide Payroll Services at or below the expected Supplier Fee according to the Statement of Requirements.
