Tender Details

The National Emissions Trading Taskforce is seeking to investigate the potential impacts of a national emissions trading scheme with broad coverage. It is expected that the modelling exercise will be a highly iterative process, with several several bottom up models integrating with a CGE model.
The purpose of the modelling exercise is to assist the Taskforce in answering the following types of questions:
  • What are the emissions projections in a business-as-usual case for the four transport sub-sectors over the period 2010-30?
  • What abatement activities currently, and in the future can be undertaken in the transport sector? (Consider both technological and behavioural changes.)
  • What are the likely costs of these abatement activities?
  • How are a range of carbon prices likely to impact transport costs (particularly fuel prices)?
  • What short-run and long-run price elasticities of demand are likely to be observed over a range of increases in fuel costs?
  • What are the likely impacts of including the transport sector in the coverage of an emissions trading scheme (i.e. by applying a carbon price to transport emissions, under scenarios of varying emissions constraints), including on:
    - uptake of abatement activities;
    - fuel prices;
    - specific modes of transport;
    - specific industries or customers; and
    - particular regions?
  • What are the potential costs of achieving emissions abatement in the transport sector through policies or programs other than an emissions trading scheme?
