Tender Details

Sydney Metro is Australia's biggest public transport project. A new standalone railway,  by 2024 this 21st century network will deliver 31 metro stations and 66 kilometres of new metro rail for Australia's biggest city - revolutionising the way Sydney travels. Services started in 2019 using Sydney's new generation of fully - automated metro trains.

Sydney Metro is comprised of four projects:

Sydney Metro Northwest - formerly the 36km North West Rail Link. This $8.3 billion project is now under operation.

Sydney Metro City & Southwest- is a new 30km metro line extending metro rail from the end of Sydney Metro Northwest at Chatswood under Sydney Harbour, through new CBD stations and southwest to Bankstown. It is due to open in 2024 with the capacity to run a metro train every two minutes each way through the centre of Sydney.

Sydney Metro West - Sydney Metro West is a new underground railway between the CBDs of Parramatta and Sydney. This once-in-a-century infrastructure investment will transform Sydney for generations to come, doubling rail capacity between these two areas, linking new communities to rail services and unlocking housing supply and employment growth between the two CBDs. Sydney Metro West will service the key precincts of Greater Parramatta, Westmead, Sydney Olympic Park, The Bays Precinct and the Sydney CBD.

Sydney Metro Western Sydney Airport - is a new railway between St Marys and the Western Sydney Aerotropolis, including a station at the new Western Sydney International (Nancy-Bird Walton) Airport). The new railway will become the transport spine for the Western Parkland City's growth for generations to come, connecting communities and travellers with the rest of Sydney's public transport system with a fast, safe and easy metro service.

This request for Expression of Interest deals with the Project Management Office Support (PMOS) Services for the above projects.

Sydney Metro is seeking Service Provider(s) to undertake provide PMOS Services to support the delivery of the current Sydney Metro projects and future Sydney Metro projects over the term of the Services.

Sydney Metro is seeking experienced Service Provider(s) with relevant expertise in the provision of PMOS Services on rail infrastructure mega-projects of a similar nature to the Sydney Metro projects.

The Service Provider(s) will work with Sydney Metro in delivering PMOS Services in relation to Sydney Metro’s planning, procurement, delivery and operations of the major contracts for these projects. The initial term of the Services will be for 3 years with extensions at the discretion of Sydney Metro up to a maximum of 6 years.

The Service Provider(s) must have relevant expertise in the areas of schedule, cost, risk, project controls, document controls and reporting for complex infrastructure mega-projects of a similar nature to Sydney Metro; and have the capacity to commit significant resources to support the projects.

 To register, Interested Parties must: 

  • return a copy of the completed Registration Form and the executed Confidentiality Deed Poll by email to andrew.allen2@transport.nsw.gov.au.

  • submit their response as two (2) files only. One file must contain the executed Confidentiality Deed Poll and the other the completed Registration Form. Following acceptance of the Confidentiality Deed Poll and Registration Form, Sydney Metro will issue a password for the other files.

  • Attend an industry briefing – details to be provided to Registrants.

Conditions for Participation

Interested Parties are to provide a completed Confidentiality Deed Poll and Registration Form prior to receipt of the password to the Request for an Expression Interest documentation.

To be considered for shortlisting to RFT, Applicants must demonstrate that they meet Minimum Requirements criteria in relation to turnover and past experience of delivering projects, including:

1) Applicant’s relevant experience:

The Applicant’s (or at least one entity if a JV) has demonstrated experience in successfully managing and delivering three (3) projects for Project Management Office (PMO) (or capital project controls) services in the project delivery of major transport infrastructure each with a capital value greater than $500M within:

  • a broader delivery portfolio (ie, multiple projects being delivered by the same agency); 
  • a blended/integrated workforce with the client (ie, not a scope of services solely outsourced by the client organisation);

  • equivalent regulatory framework equivalent to NSW Government;

  • safety, environmental, and industrial circumstances comparable to those existing in urban/suburban environments in Australia;

  • the value of the services provided by the Applicant exceeds $10M for each project; and 

  • in the last 5 years. 

2) Applicant’s revenue from PMO services:

Evidence that the Applicant (and at least one entity if a JV) has annual revenue of excess of $50M from delivery of PMO services over the last 3 years, including schedule, cost and risk advisory services. 

3) Depth of Expertise:   

Evidence of the Applicant’s sufficient depth of corporate expertise through lead personnel with demonstrated minimum 10 years’ experience for each of the following disciplines required to support the PMOS Services (or equivalent):

           Program and integrated schedule management;

           Cost management and change control;

           Cost estimating and planning;

           Risk management; and

           Reporting and document control.

 

Estimated Timeframe for Delivery

Initial term of 3 years and maximum term of 6 years.
