The NSW Public Service Commission (PSC) requests proposals for the development of a Digital Capability Learning Experience (DCLE) for the NSW public sector.
The DCLE requires the development of learning pathways for the PSC’s Digital Capability Framework and for this learning to be delivered via a digital platform so that learning is available anywhere, anytime.
It is intended that the DCLE will provide non-specialist (foundational) and specialist (beyond foundational) digital skills for two cohorts:
- generalist public servants needing to adopt smarter ways of working, and
- public servants currently working in specialised digital/technology related roles.
To be successful, the solution and content for the DLCE must meet the varying capability levels of learners encompassing the full diversity of the NSW public sector workforce both in terms of role type, work function, geographic location and learner needs.

Conditions for Participation
Please note that, to be eligible to provide a response:
- respondents on the ICT Services Scheme must be “Advanced registered suppliers” (regardless of the form of contract that they intend to use.) Further, respondents must be listed under one, or more, of Category L (Learning Services), Category M (Systems and Solutions) and Category Q (ERP and Related Corporate and Shared Services), and
- respondents on the Performance and Management Services Scheme must hold “Full Prequalification” status.
