Tender Details

NSW Department of Premier and Cabinet (DPC) through a multi- stage procurement is seeking to appoint a prime supplier to provide a range of contemporary media monitoring services to NSW Government agencies under a Whole of Government standing offer agreement.

This RFP Stage 1 seeks initial submissions. DPC intends to invite further submissions from a limited number of suppliers who lodge an initial submission. DPC intends to conduct negotiations.

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.

The existing contract for WoG media monitoring services will expire around the last quarter of 2023.

The NSW Department of Premier and Cabinet (DPC) through this multi- stage Request for Proposal (RFP) procurement is seeking to appoint a prime supplier to provide media monitoring services to NSW Government agencies in order to deliver and improve on its media monitoring service delivery model to create efficiencies across the sector; gain greater understanding of community concerns and feedback; and ensure that media monitoring services effectively capture all relevant traditional, online and social media types.

DPC is seeking to appoint a supplier for an initial three year-period with one possible two-year extension. The estimated value is $3,415,000 to $4,265,000 per annum.

Media monitoring services include, but not limited to:

  • Monitoring across all the media types - press, print, broadcast, online, social media;
  • Automated and human-driven evaluation and analysis of media content across all media types;
  • Reporting and distribution of media content and analysis to relevant internal and external stakeholders, using 
  • Static and mobile platforms;
  • Assorted media engagement tools – journalists/author & influencer contact databases and media forward planning tools.

All NSW Government agencies will be required to purchase media monitoring services under this proposed Whole-of-Government agreement.
