Independent Safety Assessor (ISA) Services - Sydney Metro West (SMW) & Sydney Metro Western Sydney Airport (SMWSA) - SM 2020/015

Sydney Metro is requesting tenders to provide Independent Safety Assessment Services for Sydney Metro West (SMW) and Sydney Metro Western Sydney Airport (SMWSA) projects. 

The Service Provider is responsible for providing Independent Safety Assessment Services to the Principal in respect of the SMW and SMWSA projects. 

Independent Safety Assessment is the formation of an objective judgement, separate and independent from the system design, delivery or operations/maintenance functions of the project. This assessment is to support the assurance case, culminating in a statement that the safety requirements defined for the project are appropriate and adequate for the planned application, and that those safety requirements have been satisfied throughout the delivery of the relevant phases of the project lifecycle. The ISA will be involved throughout development and delivery phases of the project lifecycle to support readiness for the Operation and Maintenance phase. The ISA shall ensure that a risk-based strategy is in place with a clear technical route to a final judgement, making explicit the key risk areas and claims the ISA will seek to investigate and the evidence required to discharge those claims. This approach will be critical to mitigate the risk of insufficient evidence being made available to allow the ISA to reach a judgement, and to support projects milestones and network assurance gateways. 

Sydney Metro is reliant on the ISA for the timely execution of the Services and submission of ISA Deliverables ahead of the relevant NAC gates. Delays to the performance of the Services (including the ISA Deliverables) are likely to cause delays to achieving key milestones in the SMW and SMWSA project schedules.
