Quotations are sought for replacing/rebuilding (inclusive of manhole lids with concrete surround), relining (rehabilitation works by cleaning or spray application method, CAC, inclusive of manhole lids with concrete surround) and replacement of manhole lids (concrete surround) for a total of approximately 163 existing corroded/deteriorated sewer manholes which have already been assessed and categorised upon, based on the works to be done as Schedule 1, Schedule 2 and Schedule 3. Council intends to go into contract to replace, reline and replace manhole lids categorised as Schedule 1, 2 and 3. Refer to spreadsheet (Appendix A – Schedule1, Schedule 2 and Schedule 3) for details of manholes under each schedule. There are tentatively 14 nos of Schedule 1, 23 nos of Schedule 2 and 126 nos of Schedule 3 manholes to be replaced, relined and manhole lids replaced (Appendix A – Schedule1, 2 and 3). Each manhole under the category is to be rehabilitated as per the assessed condition/detail and information on the attached spreadsheet (Appendix A– Schedule1, 2 and 3). Council believes assessed conditional information on the spreadsheet is correct to the time when assessed. The contractor shall confirm the state and method of rehabilitation required for each manhole under each schedule as in the spreadsheet (Appendix A– Schedule1, 2 and 3). Council shall not be responsible/ liable for any misinformation on the spreadsheet, Appendix A– Schedule1, 2 and 3. Prices are sought for each manhole under Schedule (1, 2 and 3) and for lump sum price for each schedule 1, 2 and 3. (This is optional and confirmative price shall be asked from the shortlisted contractors after determination of exact quantity of manholes that will be rehabilitated as in Note 1, keeping in account the principle of value for money). Refer Returnable Schedules, Schedule 2. Each schedule represents a separable part under the contract and evaluation of contract will be on addition of unit price for each manhole under each category or lump sum price for each schedule taking into account cost-benefit analysis or value for money. Drawings/Plans are provided showing the locations of manholes for to be carried out by the Contractor (refer to Appendix B- Schedule 1, 2 and 3). The manholes at certain locations are not as exactly located as shown in the attached drawing. The contractor's quoted price shall include all provisions for location of manholes even if they are not located as shown in Appendix B. The Contractor shall complete all sewer manhole rehabilitation works in accordance with this Specification, attached manhole details (Appendix A, Appendix B – Schedule 1, 2 and 3) ,the submitted construction program, Work Health and Safety and any traffic control plan provided for a particular location. Note 1: Exact quantity (numbers) of deteriorated sewer manholes to be replaced, relined and lids replaced will be quantified only after determination of unit price for manhole under each schedule i.e. 1, 2 and 3. Note 2: Lump Sum price (Schedule 1, 2 and 3) is optional. Confirmative price shall be asked from shortlisted contractors subject to confirmation of quantity of manholes selected to be rehabilitated under each Schedule, keeping in account the principle of value for money. Note 3: Lump Sum Unit Price for supply and installation of each manhole lid (with concrete surround) under Schedule 3 shall be provided. Council has 120 numbers of manhole lids in stock but not concrete surround. Remaining lids with concrete surround (inclusive for 120 numbers) are to be supplied and installed by Contractor as specified by Council. Exact number of manhole lids to be replaced shall be quantified after determination of unit price. The specification for manhole lids and installation (with concrete surround) is attached in Appendix D. Note 4: The contractor shall guarantee of rehabilitated manholes having a life span (economic life) of 20 years or more. Note 5: The contractor shall notify Council prior to accessing and assessing any manholes within the Shire for costing or pricing purpose.
