Tender Details

The Sydney Metro – Western Sydney Airport project (the Project) is part of the biggest urban rail infrastructure investment in Australian history – Sydney Metro. This new, driverless metro railway network will revolutionise the way Australia’s biggest city travels. By 2024, Sydney will have 31 metro stations and a 66-kilometre stand-alone metro railway. Then, two new metro lines – including the Project – will progressively come online in the second half of the 2020s, servicing Greater Western Sydney. 

The Project is being delivered under the Western Sydney City Deal, a partnership between the NSW and Australian governments and eight councils of the Western Parkland City. The NSW and Australian governments have a shared objective of having the rail line operational when Western Sydney International (Nancy-Bird Walton) Airport is open for passenger services. 

The Project provides a unique and long-term opportunity for a global, highly professional entity or group of entities to undertake the Stations, Systems, Trains, Operations and Maintenance (SSTOM) package, to be delivered as an integrated package within a Public Private Partnership framework (the SSTOM Package).

The SSTOM Package presents a significant opportunity for organisations and consortium including world-class public transport operator, project integrator, train supplier, rail systems providers, overall systems integrator, station and linewide contractor(s) to work collaboratively and co-operatively with Sydney Metro to design, construct, integrate, finance, operate and maintain a critical part of Sydney’s public transport network. 

A key focus of the SSTOM Package is to deliver high levels of customer outcomes from the Project, including:  

a)     the design, construction and commissioning of the SSTOM Works as an integrated system solution (including integration with the foundation infrastructure works) incorporating vibrant and active stations and precincts; 

b)     the provision of private sector finance for the SSTOM Works, including involved and active equity participation in the management of the delivery of SSTOM Package;  

c)     the operation and maintenance of Sydney Metro – Western Sydney Airport with key performance indicators focused on customer outcomes; and 

d)     the handback of the Sydney Metro – Western Sydney Airport to Sydney Metro in an appropriate condition at the end of the term of the SSTOM Package.  

Sydney Metro invites suitably qualified entities to register to participate in an Interactive EOI stage with the aim of submitting an EOI to undertake the SSTOM Package. Entities will be required to demonstrate that they are capable of an integrated delivery of the SSTOM Package, either as a single entity, as a fully formed consortia or through the demonstration of the ability to procure a fully formed consortia.

The registration process is designed to ensure that entities participating in the process are bona fide entities for the SSTOM Package.

To register, an Interested Party must: 

·  Return the completed Returnable Schedules for the Registration of Interest by email to SSTOM@transport.nsw.gov.au before the closing time and date for registration at 2:00pm on Friday 18 June 2021. 

·       First review of Registrations by Sydney Metro will be on 11 June 2021, with issue of the Invitation to Registrants on 15 June 2021.
