As part of the Power Supply Upgrade (PSU) Program, Transport for New South Wales (TfNSW) invites Registrations of Interest (ROI) from organisations interested in undertaking the Design and Construction of Granville Junction Substation.
The proposed works covers the design, supply, construction, testing and commissioning of the following:
- Granville Junction Substation (a new 33kV/AC & 11kV/AC, 2x5MW Rectifier Traction Substation); and
- Modifications to 33kV, 11kV & 1500V DC feeders and OHW and demolition of the existing Granville Substation.
TfNSW is exploring alternative delivery strategies within the Design and Construction context for the project. TfNSW encourages ROIs from applicants that may be from both the construction and equipment manufacturing industries.
TfNSW proposes to use a two stage tender process to invite applications for short-listing from suitably qualified organisations.
This Tender is a Multi Stage or Registration of Interests (ROI) opportunity. The ROI stage does not conclude with Contract Award, only an ROI Shortlist.

A ROI briefing will be held at 03.00 pm on Tuesday 18 August 2015 at the TfNSW office located at Zenith Centre, Level 6 Tower A, 821 Pacific Highway Chatswood NSW 2067.
Prior the commencement of the Project Briefing, all Recipients will be required to undertake the following:
- Notify the Contact Officer of their intention to attend by the time specified in Section 1.6 of the ROI.

To be considered for short-listing through the ROI process, applicants must comply with and demonstrate that they meet the following minimum requirements in ROI Schedule 4:
Minimum Requirement 1 - The Applicant has achieved a turnover in construction contracting activities greater that $10 million per annum for each of the last 3 years. If the Applicant is a joint venture, this turnover amount is required to apply to at least the principal project participant in the joint venture.
Minimum Requirement 2 - The Applicant and/or the Applicant's proposed subcontractor, has within the last five years, undertaken no less than two Substation projects. The scope of these projects must have included the management of design, supply, construction, testing and commissioning.
Minimum Requirement 3 - The Applicant has a Safety Management System that:
- meets the requirements of, and the accreditation criteria defined by, the Work Health and Safety Act 2011 and the Rail Safety National Law 2012; and
- will enable TfNSW to fulfil its obligations asan accredited Rail Transport Operator under the Rail Safety National Law 2012.
Minimum Requirement 4 - The Applicant has an Environmental Management System that has been certified by an appropriately recognised third party as complying with ISO 14001:2004 Environmental Management Systems.
Minimum Requirement 5 - The Applicant has a Quality Management System that has been certified by an appropriately recongnised third party as complying with ISO 9001:2008 Quality Management Systems.
