Tender Details

The Parliament of NSW invites tenderers to submit a Quotation to the Parliament for the implementation and supply of a human-based, non-automated live captioning service for parliamentary events held in the two chambers (the Legislative Assembly and the Legislative Council) and three committee rooms (the Macquarie Room, Jubilee Room and Preston Stanley Room) as well as the supply of live captions as text for the Parliament's in-house reporting service (Hansard).

The Parliament produces live video across three platforms: an in-house IPTV system, a public-facing web stream and a cloud-hosted video-on-demand system. It should also be noted that wider technology and digitalisation projects are planned for NSW Parliament House. As such live captioning and the caption-to-text system must be futureproof and capable of integration with evolving broadcast, IT and other building systems.

Hansard operates year round and provides an edited transcript of all broadcast parliamentary proceedings. As such the Parliament intends to reuse the live captions in a textual format as an input to the transcription process. The timely conversion of live captions to text is therefore an integral requirement, and an explanation of the workflow for such a conversion must be outlined in the Quotation.

Questions from Tenderers may be submitted up 12pm, Friday, 6 August 2021 to ensure sufficient time for them to be answered and published to eTendering website. All questions must be in written form and emailed to the Contact Officer.

Address for Lodgement

All responses must be lodged electronically through NSW eTendering. Hard copies will not be accepted. Late tenders will not be considered, except where the Parliament is satisfied that the integrity and competitiveness of the tendering process has not been compromised. Parliament shall not penalise any supplier whose tender is received late if the delay is due solely to mishandling by Parliament.

Conditions for Participation

Tenderers must be willing to accept the NSW Government ICT Purchasing Framework and the Core & contracting framework (https://buy.nsw.gov.au/resources/core-and-contracts) and must have Australian based support services to be awarded this engagement. 

Tenderer must provide a solution that is human-produced and does not rely on automatic speech recognition or automated speech-to-text software.
