Lease of the Southern Regional Livestock Exchange - EOI-2022-3

Council (the Principal) invites interested parties to lodge an Expression of Interest to lease the Southern Regional Livestock Exchange (SRLX) in Moss Vale, NSW.

Cattle sales are held on Wednesdays, fifty (50) weeks of the year resulting in an output of approximately 56,000 cattle per year (five (5) year average 2017-2021) with an annual gross turnover of between 30 to 35 million dollars per year.

Council is calling for Expressions of Interest for lease of the SRLX facility, including maintenance and operation of the SRLX, subject to the condition that the SRLX must continue to be operated as an ongoing commercial concern in Moss Vale at its current location for the term of the lease.

Evaluation Criteria

The information required by the Respondent in will be used to evaluate responses in accordance with pre-established Mandatory Participation Criteria, Non-Cost Criteria, and Cost Criteria.

Mandatory Participation Criteria will be assessed on a Yes/No basis and MUST be met by the Respondent. If a response fails to fully comply with any of the outlined Mandatory Criteria, Council may deem the Response to be non-conforming and therefore not be eligible to be shortlisted or progress any further in the evaluation process.

Non-Cost and cost criteria will be evaluated as weighted criteria by the Evaluation Panel for determining an overall value for money evaluation of the Respondent’s submission. Failure to fully comply with Non-Cost and Cost Criteria may reduce the Respondent’s overall score but will not result in the exclusion of the Response from further consideration.
