Scheme Details

The NSW Land and Housing Corporation (LAHC) is seeking licenced builders who are prequalified on the relevant NSW Government Prequalification Schemes for Construction (listed below) to be prequalified on their list of approved suppliers.

Only suppliers who are prequalified on the abovementioned prequalification schemes are eligible to submit an application for this procurement list.

Only suppliers on this Procurement List (or a limited number of these suppliers) may receive invitations to make submissions relating to procurements for which this list is established.

LAHC reserves the right to conduct clarification and/or negotiations as part of the establishment of the list.

LAHC has two main categories for this scheme – works up to $1 million and works over $1 million. If you are eligible and wish to be part of the list you will need to submit a separate application for each category you wish to be considered for.

Applications will be assessed on the basis of responses, together with any supporting material that has been requested.

The information displayed below is a read-only version of the application process.

Vendor Instruction

Applicants must complete the questionnaire and provide the following information with their application:

  • Residential Builders Licence
    • Evidence of a current Builders Licence issued by NSW Fair Trading in the name and ABN of the company lodging this application is a mandatory requirement.

    • Evidence of an associated current Builders Licence issued by NSW Fair Trading in the name of a director of the company lodging this application is a mandatory requirement

  • Residential Building Experience
    Evidence of at least 5 years company experience in Residential Construction projects in each of the capabilities selected.
  • Quality Management System (QMS) and ISO Certification – for works over $1 million

    Evidence of a current JAS-ANZ QMS certification to AS/NZS ISO 9001. 

  • Work Health Safety (WHS) – for works over $1 million

    Evidence of one of the following current certifications: 

    • Current accreditation with the Office of the Federal Safety Commissioner

    • Current JAS-ANZ EMS certification to AS/NZS ISO 4801

    • Current JAS-ANZ EMS certification to AS/NSZ ISO 45001

    • Current certification to NSW Government Work Health and Safety Management Systems and Auditing Guidelines Edition 5

  • Insurances

    Evidence of current Certificates of Currency for Public Liability Insurance and Workers Compensation valid in Australia for the state of NSW.

Capabilities

The Applicant must identify its areas of substantial expertise by nominating the categories and sub-categories in which it is seeking prequalification. 

  • R1. New Construction Projects
    Any work that is residential building work under the NSW Home Building Act 1989 which involves the new construction of a dwelling.

  • R2. Building Upgrade Projects
    Any work that is residential building work under the NSW Home Building Act 1989 which involves building upgrades of an existing dwelling, or alterations or additions to an existing dwelling. It also includes repairing, renovating, decorating or applying protective treatment.

    To approved vendors,

    Changes have been made to the panel questionnaire. All approved vendors will need to update their application online and resubmit updated responses by the end of January 2019, for the following sections:

    Residential Builders Licence (for both value panels)

    Provide your Builders Licence number, a specific scanned copy of the Builders Licence or Fair Trading proof of issue, and include the licence expiry date.

    QMS and WHS certification (for works above $1M)

    Specify te expiration dates of the certificates for QMS and WHS. 

    EMS certification (for works above $1M)

    Although it is not mandatory to provide EMS certification. If you have attached a copy with your application, please specify the expiration date of the EMS certification.

    Capabilities

    We are requesting that all applicants nominate in either categories, New Construction Projects, Building Upgrade Projects or both, as per the details provided from the experience template.

    If you are approved for both panels (works above $1M and over $1M), you will need to resubmit two applications online.

    2.  Select your name at the top right hand corner.

    3.  Select ‘Scheme Applications’

    5.  Select the option at the right corner, ‘Edit application.’

    6.  You will then be able to edit your application at sections 4. Questionnaire and 5. Capabilities.

    7.  Progress your application to step 6. Review and submit the updated application. (New files such as evidence of licence must be renamed).

    LAHC has published a Register of Interest for State-wide Maintenance Services (ROI) – LAHC 2020/429, closing on the 31-Jul-2020. The objective is to assess (without obligation from LAHC) the capabilities and level of interest from the industry to cater for the delivery of a range of maintenance services and programs related to its state-wide residential portfolio.     The NSW LAHC Residential Building Works Panel SCM5861 is transitioning to a new Procurement List format and will close on 13 November 2020.

    The Panel will continue to operate while the new Procurement List is being established however, new applications for the Panel will not be accepted after 23 July 2020.

    The new NSW LAHC Residential Building Works Procurement List SCM5861 will be accepting applications from 24 July 2020.

    All current contractors on the Panel will need to reapply for the Procurement List.

    New applications will be accepted via the eTender website. Applications will be received until 2.00pm 16 October 2020.

    The new Procurement List will commence from 15 November 2020.
