Tender Details

The Western Harbour Tunnel and Beaches Link Program of works is a major transport infrastructure program to make it easier, faster and safer to get around Sydney.  By creating a western bypass of the Sydney CBD, the Western Harbour Tunnel will take pressure off the Sydney Harbour Bridge, Sydney Harbour Tunnel and Anzac Bridge; while Beaches Link will create an alternative to the Military Road/Spit Road and Warringah Road corridors to relieve traffic pressure on the North Shore.

Western Harbour Tunnel (WHT) is a 6.5 kilometre dual three lane motorway under Sydney Harbour, which links WestConnex and City West Link at Rozelle to the Warringah Freeway and the future Beaches Link near North Sydney. This new crossing will change the way people move around Sydney, improving connectivity between northern Sydney, Sydney CBD, Sydney (Kingsford Smith) Airport, Port Botany and western Sydney.

The geotechnical investigation and groundwater monitoring Works will support the delivery program of the WHT project by being delivered ahead of the Main Works.

This geotechnical site investigation and groundwater monitoring incorporates sites that are part of the WHT project. The investigation and monitoring works area includes the northern and southern sides of Sydney Harbour as well as the harbour crossing.

The Service Provider will be the Principal Contractor for the investigations and is responsible for:

  • providing a Project Management Plan (PMP) – inclusive of Contract Program
  • co-ordinating with the Principal’s Stakeholder and Community Engagement team to obtain access to investigation sites and notifying residents and Councils of proposed works
  • obtaining any relevant permits and approvals to facilitate site investigations (e.g. road opening permits and Port Authority of NSW approvals)
  • preparing quarterly Groundwater Monitoring Factual Reports (GMFR)
  •  preparing of a Geotechnical Investigation Factual Report (GFR). 

In addition to the geotechnical and groundwater investigations, the Service Provider may be required to undertake other investigations which will be confirmed by the Principal such as but not limited to:

  • drilling and sampling of boreholes in soil and rock, over land and water
  •  marine (overwater) boreholes drilled vertically into the seabed of Sydney Harbour between Birchgrove Peninsula and Balls Head Coal Loader/ Waverton, in water depths of up to about 20 metres
  • installing standpipes (gas and water monitoring wells), and vibrating wire piezometers with data loggers in some land-based boreholes. 

The Service Provider is responsible for providing, leading and coordinating the provision of site investigations required to provide a GFR.

The Service Provider’s general obligations include but not limited to:

  • providing a skilled team, which will work collaboratively with TfNSW, the Principal, the TA and key stakeholders to deliver the Services
  • preparing accurate, reliable and comprehensive technical documentation, and information to support the Principal in procurement and risk allocation for the WHT project. 

Shortlisted candidates will be required to interview with TfNSW prior to contract award.

Without any obligation to do so, where the integrity of the tender process is not compromised, TfNSW may determine (in its absolute discretion) that it is appropriate to consider a late tender submission.
