Transport for NSW (Transport Infrastructure Projects) / Request for Proposal for Port Macquarie-Hastings, Kempsey Shire & Greater Taree City Council Study Package - RMS.16.0000003111.0079

In early 2015, Transport for NSW released 11 Regional Boating Plans identifying boating safety, access and infrastructure actions needed to improve the boating experience in NSW. The plans were developed following an extensive consultation process in 2014 involving local councils, boating user groups, waterway users and general public in each region. Of the various Priority Regional Projects allocated for the Mid-North Coast and Taree-Great Lakes regions, the plan has identified the need for four studies (contained within this Request for Proposal) to be conducted. 

Proposals are invited to undertake studies and design aspects for boating development initiatives in the Mid-North Coast and Taree-Great Lakes regions. The package of works consists of four studies and their corresponding sites. The sites are:

1. Investigate recreational boating facility needs on the Hastings River (MN-07)
2. Investigate recreational boating facility needs on the Camden Haven River (MN-08) 
3. Investigate boating access improvements for Back Creek (MN-15) 
4. Investigate options to improve boat ramp at Cundletown (TG-05)  

The objective of this package of works is to:

• identify opportunities for provision of sustainable infrastructure that meets the needs of current and future populations,
• maximising the utilisation and diversifying use of recreational boating assets,
• develop concept plan options which will better service future recreational boating needs in accordance with the most relevant maritime guidelines and standards,
• analyse and assess the current and future boating related activities, 
• identify and assess options to improve boating access,
• conduct community consultation and stakeholder engagement activities, and
• provide holistic view of boating infrastructure needs in identified study areas.

 All tenders must comply with the NSW Government’s Code of Practice for Procurement.

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.
