Tender Details

Introduction

WaterNSW is Australia’s largest water supplier of bulk water. We provide two-thirds of the water used in NSW and develop infrastructure solutions for water supply security and reliability.

Our expert staff operate and maintain 42 large dams and we deliver water for agriculture and drinking water supply customers. WaterNSW also protects the health of declared catchments to ensure highest quality drinking water is consistently available.

In order to be able to procure our asset replacement and related maintenance works efficiently, WaterNSW is intending to establish and appoint a limited number of contractors ‘Panel Members’ to a Maintain Capability Works Panel (the ‘Panel’).

The Panel will be used to procure ‘Parcels’ of maintain capability works in both the Greater Sydney and Rural areas of NSW.  These Parcels of works will cover all contracting disciplines including civil, mechanical, and electrical.  In some cases the Panel may be called upon to provide selective maintenance services.  WaterNSW’s price determinations has allocated approximately $150 million of Maintain Capability Works for the period FY18 to FY21.

In addition to the opportunity to be appointed to Panel, this Tender Process will also offer the opportunity for Respondents to bid for the Initial Parcels of work under the Panel.

The Maintain Capability Works Panel - Opportunity

WaterNSW is seeking to appoint Panel Members, including a single organisation, consortium or other form of joint arrangements (together ‘Partners’), which have the appropriate capacity, capability and experience to undertake the type of works across the geographic areas (Metro and Rural areas as defined in sections 2.3.2 and 2.3.3).

WaterNSW intends to appoint up to three contractors to the Panel and subsequently tender Parcels of works to these Panel Members.

Panel Members will be appointed under a ‘Panel Agreement’ with WaterNSW setting out the intent of the Panel and the respective rights and obligations of both parties.  Further details on the Panel Agreement including high-level commercial principles is provided at section 3.1.

Initial Parcels - Opportunity

Concurrently with the appointment to the Panel, and to be included within the Request for Proposal (RFP) process, WaterNSW intends to tender two ‘Initial Parcels’.  It is anticipated that Proponents can tender for each Parcel and can be awarded none, one or more of the Initial Parcels. 

Only Proponents selected for the Panel will be eligible to be awarded an Initial Parcel. A Proponent may be selected for the Panel, but not be awarded any of the two Initial Parcels.

Purpose of this Request for EOI

The purpose of this Request for EOI is to:

·       provide information about the Maintain Capability Works Program and the proposed Panel arrangements;

·       invite suitably qualified Respondents to submit EOI to be appointed to Panel, so that WaterNSW can select a shortlist to whom it intends to issue the RFP;

·       provide details of the Evaluation Criteria and the process that will be used in selecting the shortlisted Respondents; and

  • provide details of the procurement process for the Panel and Initial Parcels – together ‘the Project’.
