Central Coast Council / Sohier Park Bridge Replacement, Ourimbah - Detailed Design and Documentation - CPA/273228

Objective 

Principal Consultant to procure suitably qualified and experienced sub-consultants to obtain further site information necessary for the Principal Consultant to prepare suitable engineering design drawings and specification documentation to economically and safely demolish the existing timber bridge across Bangalow Creek in Shirley Street (near the intersection with Brownlee Street) at Ourimbah, and replace it with a new bridge compliant with AS5100. 

Key Deliverables  

i) Survey, Geotechnical, Environmental plans and reports

ii) Concept Designs submission and Presentation to Council

iii) 50% complete stage Detail Design drawing and specification submission

iv) 80% complete stage Detail Design drawing and specification submission

v) 100% complete Design drawings and Specifications to: 

• Demolish and dispose existing twin 12 metre long timber road bridges, which cross Bangalow Creek in Shirley Street (near the intersection with Brownlee Street) at Ourimbah,

• construct new AS5100 compliant two-lane 12 metre long bridge with guard railing, 3.0 metre wide shared pedestrian/cycle pathway on the southern side, and provisions for existing and future utility services

• Bridge and approach road upgrades to comply with Austroads guidelines, including:

  • Guide to Road Design;

  • Guide to Bridge Technology;

  • Guide to Road Safety;

  • Design Vehicle and Turning Path Templates;

  • Cycling Aspects of Austroads Guides;

  • RMS Supplements to Austroads Guides;

  • Australian Standards. 

vi) Independent third-party review of final design drawings and specification document.

vii) Review of Environmental Factors report (including all necessary planning approvals from relevant Authorities)

viii) Safety in Design Report / Road Safety Audit (including risk assessment)

ix) Traffic Management Plan for proposed bridge demolition and construction works (including recommended construction methodology and staging of works to minimise disruption to motorists and pedestrians);

x) Quantity Surveyor’s Report for proposed bridge demolition and construction works.

 Key Considerations 

i) Principal Consultant is  fully responsible for the following activities: 

• Coordinating and managing multi-discipline teams and sub-consultants, and liaising with relevant authorities (such as Council, RMS, Ausgrid, Telstra, etc.).

• Managing delivery of final design documents and all activities needed to achieve the final detailed design,

• Liaising, negotiating and accommodating utility provider requirements in the bridge design for existing and future conditions

• Identifying stakeholders who would be directly impacted by potential detour arrangements (such as local businesses, the University of Newcastle (Ourimbah Campus), Sporting groups who use Sohier Park, etc.), and liaise, negotiate and accommodate those stakeholders when preparing Traffic Management Plan.

• Preparing a design that  allows for  a demolition and construction method that would minimise  motorist and pedestrian disruption during the  bridge works

ii) All design and proposed construction works are to be conducted in an environmentally sustainable manner.
