DCJ is seeking information from industry on innovation and ideas through a Request for Information (RFI). This RFI is an information gathering process in which DCJ seeks to collect information and opinions from the software development industry on the management of Headlease properties.
DCJ is seeking market input to help resolve the following key questions:
a) What potential solutions / product exist that cater to the Department’s needs.
b) How can the Department engage the best of the market to help define the right solution(s) and delivery approach.
c) Indicative costs for solutions.
Headleasing refers to properties that the DCJ lease in the private rental market and then sub-lease to clients that have been approved for social housing. This provides DCJ with an opportunity to meet excess housing needs that ordinarily would not be met with existing housing stock levels.
A holistic approach is required which includes a solution to current IT system impediments. IT issues currently result in a heavy administrative burden on staff and do not provide the necessary end to end solution to manage Headleasing, nor provide the security or compliance requirements needed.
An appropriate IT solution is sought to cater to the business needs and provides a management and reporting tool to the Headlease program.
The scope includes:
* Headlease acquisition (incl need assessment and property type) through entering into a lease agreement
* Bond payment and claim
* Headlease payments – making payments and receiving payments
* Headlease repairs / Quote Management
* Reviewing a Headlease (at end of lease)
* Headlease handover
* Headlease Reporting
* Document management
* Approvals Management
* Reporting
* Lease Management
* Financial Management
* Extraction of required data from various internal and external sources
* Interface with existing IT systems including HOMES, SAP, TRIM records management, external real estate agents and Rental Bond Board
