The Department of Communities and Justice (DCJ) requires professional services to undertake a process, outcome and economic evaluation of the Targeted Earlier Intervention (TEI) program. TEI aims to deliver responsive and flexible prevention, and early help and support services that meet the needs of children, young people, families and communities experiencing or at risk of vulnerability. The aim of the program is to prevent issues from escalating and to empower people to lead independent and meaningful lives.
The purpose of the evaluation is to measure the overall impact of the TEI program and build the evidence base to inform the evolution of the program and the commissioning process planned for 2025. Furthermore, it’s important that DCJ can start to quantify and articulate the impact large prevention and early intervention programs such as TEI are contributing to families and communities lives.
The evaluation will focus on both design and delivery aspects, and will include: reviewing the achievements of the TEI program, considering how the services were delivered to achieve the intended outcomes, and to provide lessons from success and lack of success, to inform best practice for the program going forward.
It is envisaged that the evaluation findings will provide a clear understanding of who is attending services funded under TEI and what is the impact of those services on client’s outcomes.
The contract term is until 2024/2025.

Attendance at this briefing session is strongly recommended to minimise the extent of subsequent clarification. The details and a record of the questions and answers from the briefing session will be communicated through Procurement Central Message Board.
The briefing session will include a brief presentation by DCJ of key material in the TEI Program Evaluation Specification, and a Question-and-Answer section, to facilitate discussion and the opportunity for respondents to ask clarification questions on the RFT to assist them in best responding to the guidelines and requirements of the RFT.
