A Business Case is now being prepared for state-wide implementation of the SDT in response to three recommendations from the State Infrastructure Strategy 2018 (SIS) and three recommendations from the Final Report of the NSW Bushfire Inquiry – 31 July 2020 (NSWBI).
SIS Recommendations 27 and 28 are complete, although both will continue to be developed and upgraded. To inform SIS Recommendation 29, an MVP covering eight Local Government Areas (8,300km2) has been completed. The MVP is a full 3D and 4D model of the built and physical environment and forms the baseline requirements the business case should provide for. This MVP will be maintained and provide much of the learnings and cost benefit analysis necessary for a successful business case to extend the MVP to cover the whole of NSW. The NSWBI Recommendations 18, 29 and 30 are being developed.
The business case consists of two purely business case development components (SDT BC-5 and SDT BC-6), and four technical components (SDT BC-1 to SDT BC-4) required to prove critical technical capabilities to beta implementation level. The diagram below shows the key components of the business case development.
BC5 and BC6 are being developed by Ernst & Young under contract to DCS and is scheduled for completion in June 2021.
BC1-BC4 are being delivered in two parts:
Part A - Proposed approach and user requirements. DCS contracted Ernst & Young to engage with stakeholders to identify and prioritise user requirements for each technical work stream, BC1-BC4. This work has been completed and the results are provided in Attachment D.
Part B - Proof of Concept to beta implementation level, which is the focus of this procurement. The sourcing method for this procurement is open tender but requires vendors to be advanced suppliers on the ICT Services Scheme (SCM0020) or pre-approved on the Digital Engineering Services Scheme (SCM7971). Preference will be for a single supplier or suppliers forming consortia, however, responses from SMEs who may only bid for one or more work streams will also be considered. The requirements for Part B delivery are outlined in Attachment A – Scope of Works. This report documents all requirements, functional and non-functional, across all four technical work streams, BC1-BC4.
For the purpose of this project, beta means delivering a solution in the beta environment with test data that is representative of what will be in production.
