Department of Education / Request for Expressions of Interest: LED Lighting Upgrade Program - Manufacture and Supply of Lighting Materials - SINSW01577/20_B

The LED Lighting Upgrade Program (LUP) involves the replacement of inefficient lights with Smart LEDs across all of NSW public schools over a two year period. Evidence shows that the indoor learning environment has a significant impact upon student learning behaviours and lighting is a significant contributor.

The LUP delivers operating cost reductions in electricity and maintenance, resulting in a Benefit/Cost Ratio of 1.26 and Net Present Value of $35m. The LUP builds from SINSW's experience upgrading lights at 72 NSW public schools over the past 5 years. The LUP seeks to upgrade all public shools at completion of the program with the initial stimuls funding focussing on ~1000 additional public schools over an accelerated period.

The LUP has been identified as a COVID-19 economic stimulus recovery program, with approximately 52% of the estimated costs being funded by stimulus. The LUP includes a number of procurement activities. The priority manufacturing and supply procurement is subject of this Procurement Strategy, with the other procurements being covered separately.

The proposed procurement approach takes into consideration the stimulus funding goals of quickly injecting funding into the NSW economy. The overall LUP will deliver $76m spending into the NSW economy in year 1 and $226m in year 2.

The delivery strategy for the installation of the light fittings has not yet been finalised. The manufacture and supply procurement will identify two tranches of work, including a pilot program of approximately 20 schools that will be used to determine the best delivery strategy for the installation of the light fittings. The supply for the remainder of the schools will be provided following completion of the pilot program.
