Tender Details

At the end of 2007, there will be a two-year trial of an involuntary care treatment centre at the Nepean Inpatient Withdrawal Facility, for certain people with severe drug or alcohol dependence.

The purpose of the evaluation is to:

1. Test the effectiveness and efficiency of the trial, specifically to examine if the new system of involuntary drug and alcohol treatment provided is appropriate and effective to meet the needs of people with severe drug and alcohol dependence (and their families), while maintaining the interests of the dependant person. The evaluation will involve identifying improvement opportunities in the system, including the proposed legislation.

2. Determine whether the new system of involuntary drug and alcohol treatment provided under the Drug and Alcohol Treatment Act 2007 is more beneficial to the individual, community and all stakeholders than the legislation currently in place under the Inebriates Act 1912. This process should be informed by a results logic that seeks to demonstrate the extent to which the processes adopted in the trial have achieved the intended outcomes of the legislation.

3. Report on whether the new system could be implemented effectively state wide.

The scope of the evaluation will cover the duration of the trial from the end of 2007 to January 2009. The evaluation will address each phase of the system from the initial assessment and application for an order, admission, appeal processes, treatment, discharge and aftercare.
