Tender Details

The Pathways to Community Living Initiative (PCLI) Stage 2 Complex Care Rehabilitation Program will provide 230 new community based beds across NSW for people with severe and persistent mental illness (SPMI) who are at risk of long inpatient stays in hospitals. NSW will be procuring these services through an open Request for Proposal (RFP) process. NSW Health is seeking proposals for new 24/7 supported accommodation services and housing options for people with SPMI who are at the highest ranges of clinical complexity. NSW Health is making this offer available to the Not for Profit Sector including:

• Non Government Organisations (NGO)s, where expertise is being sought in the commissioning of both clinical and psychosocial support staff, the operation of the residence/s and provision of an intensive accommodation support and rehabilitation program, and

• Community Housing Providers (CHP)s, where expertise is being sought in the sourcing of suitable sites and the building of residential homes (3 levels of Specialist Living Support based on “exemplary designs”). CHPs will also be required to maintain properties and provide tenancy services to residents, known as Housing Services. The RFP is separated into 2 distinct parts:

• Part A for Accommodation Support Services and

• Part B for Housing Services.

NOTE: NSW Health will hold a single Industry Briefing session within the first three weeks of the RFP Open period. All Respondents will be encouraged to attend the industry briefing; however it will not be compulsory.

The respondent briefing session will be held at 1:00pm on Thursday 17 June 2021 (Sydney time). Attendance is recommended but not mandatory. Respondents will have the option to attend in person at 1 Reserve Road St Leonards or via video conference. An MS Teams (or similar) conferencing option will be set up with details posted on the eTendering website closer to the date.
