Tender Details

Transport for NSW (TfNSW) is seeking Tenders for Transaction Services for the Great Western Highway Upgrade Program(GWHUP). 

The Transaction Services team are to assist TfNSW project staff and other specialist advisors (Technical, Environmental, Probity, Legal and Financial) for the development and finalisation of Market Interactive Processes, Express of Interest and Request for Tender activities including:

  • managing and co-ordinating the preparation of all necessary documentation for the Transaction Process; and
  • managing the end-to-end Transaction Process.

 for the procurement of the GWHUP various packages.

The Great Western Highway Upgrade Program is jointly funded by the Australian and NSW Governments.

Tender Documents: To access the tender documentation,  the confidentiality deed polls must be executed and emailed to GWHTenders@transport.nsw.gov.au.

Pre-tender meeting: TfNSW will conduct the pre-tender meeting in accordance with Australian and State government COVID-19 policies and procedures. The pre-tender meeting will be conducted utilising electronic meeting tools with access codes and/or web links issued to registered proponents as appropriate. Pre-tender meeting date and time etc refer to "Additional Details/ Instructions" section of this advertisement.

All tenderers must comply with the NSW Government Procurement Policy Framework (NSW Framework), Supplier Code of Conduct (NSW Code) and Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).

Tenderers will need to complete, sign and return the confidentiality deed (in accordance with the instructions in that deed) to the Contact Officer prior to being given the passcode to access the Request for Tender documents

A pre-tender meeting will be held at 14:00 on Friday, 26 November 2021 via MS Teams.

Attendance is mandatory in order to submit a conforming tender.

Invitations will be released to the attendees who have returned the executed confidentiality deed polls and the pre-tender meeting  registration form to GWHTenders@transport.nsw.gov.au by 14:00 Thursday 25 November 2021.

Conditions for Participation

 Transaction Services Lead must have as a minimum:

  • substantial and extensive relevant experience including  recent experiencein managing commercial transactions for major transport roads and bridge infrastructure projects valued at $250 million plus within last 3 years; and
  • relevant experience in market interaction processes if proposed for that portion of the services

 Transaction Manager(s) must have as a minimum:

  • relevant experience includingrecent experience in commercial transactions for major infrastructuredesign and construct projects value at $100 million plus within last 3 years; and
  • relevant experience in market interaction processes if proposed for that portion of the services

 Transaction Officer(s) must have as a minimum:

  • relevant experience including recent experince in procurement processes;
  • knowledge of desing & construct contract or deed documents, and procurement policies and procedures
