Uniting NSW.ACT is inviting tenders for the evaluation of the Foyer Central Social Impact Bond. Foyer Central is an innovative, evidence-informed intervention addressing the high levels of homelessness for young people who have exited out-of-home care in NSW. The key services provided by Foyer Central include accommodation, support to develop life skills and participate in vocational education and training, mentoring, employment assistance and tailored support to address health issues.
The Foyer Central consortium and the NSW Government have decided to conduct the evaluation in two phases. The current procurement relates only to Phase 1, which will be conducted over five years and consist of a baseline report, process evaluation, and initial outcomes evaluation and cost-benefit analysis. We anticipate that work will commence in late November 2020.
