As part of the NSW Government's $237 million investment to reduce reoffending in NSW, Corrective Services NSW is establishing 10 High Intensity Program Units in correctional centres across the state. The new units, known as HIPUs, are designed to address the therapeutic needs of up to 1, 200 inmates on short-term custodial sentences (prioritising those with less than 6 months) by providing intensive services and programs over a four-month period. The HIPUs are located within the South Coast, Cooma, Bathurst, Wellington, Dillwynia, Cessnock and Mid North Coast Correctional Centres. Two units will focus exclusively on Aboriginal inmates and a separate three units will focus on female offenders; the unit in Cessnock focuses on higher risk (of reoffending) violent offenders and the remaining units will service all other inmates who meet the criteria.
The evidence-based EQUIPS programs are the core of the HIPU strategy. They aim to change anti-social attitudes, develop self-regulation strategies and encourage new pro-social behaviours. In the HIPUs the EQUIPS concepts, skills and language will be further repeated and reinforced through the provision of the wrap-around reintegration services provided by Non-Government Organisations (NGO) and other external providers. The goal is to generalise the new skills learnt in groups across contexts and across any problems the offenders may face in the future which may increase their risk of re-offending.
CSNSW is looking to engage Non-government organisations and other external providers to deliver regionally based services and activities with a focus on fundamental support to target the dynamic risk and responsivity factors associated with recidivism and focus on specific challenges facing offenders, including homelessness, unemployment, lack of social and life skills.
Interest is welcomed from organisations or individuals positioned either geographically located within a serviceable distance from one or more of the HIPUs or in a position to deliver a program/service to all HIPUs.
In addition to innovation, CSNSW is specifically looking for activities that provide inmates with an opportunity to build self-capacity ensure basic needs, enable participation and contribution to community and to facilitate reconnection with family. Examples of activities include:
- life skills and nutrition skills;
- local transport service for post release;
- opportunities for literacy and numeracy, and vocational training skill development
- parenting support programs;
- cultural, arts and creative programs;
- access to local sports and community groups;
- access to their community/culture or a mentors;
- opportunities to communicate with children and family; and
- assistance to obtain accommodation for release.
If your application is successful your organisation and the program / service will be added to the HIPU Reintegration Services supply list.
Successful applicants may be engaged following an assessment of the needs of the current and forthcoming HIPU cohorts. Due to the flexible nature of the HIPUs we cannot at this stage predict how soon that may be. If engaged, there will be a formal process and a contract for providing the particular program/service to a particular HIPU. While a program or service may be endorsed, some negotiation in relation to service provision specifics including scheduling may be required.
