Transport Asset Holding Entity of New South Wales / Integrated Ticketing Project Early Works for Areas 5,6 & 7 - 2006/0701

Rail Corporation New South Wales (RailCorp) is embarking on a program to implement a new integrated ticketing and fare payment system on stations called Tcard that will permit customers to use a smart card to access all transport facilities, including;

• the CityRail network of 304 stations (including the Airport Link Line)
• the State Transit Authority fleet of buses and ferries
• the Bus and Coach Association fleet of buses
• private ferries
• Sydney Monorail
• Sydney Light Rail

Rolling out of smart card equipment to CityRail’s stations is a challenging aspect of the project and requires RailCorp to implement electrical, communications and minor building works (the "Early Works") to enable the Tcard Contractor- Integrated Transit Solutions Ltd (ITSL) to install the new smart card equipment at stations.

The new Integrated Ticketing System will gradually replace the existing Automatic Fare Collection (AFC) System, however, until the Integrated Ticketing System rollout is complete the two systems will continue to operate in parallel.

The Tcard scope for RailCorp comprises the:

• Installation of new smart card devices at each of 304 CityRail Stations.
• The upgrading of all existing AFC Equipment for smart card operation.

Associated works being undertaken by others include the:

• Supply of Stand Alone Fare Payment Device (SAFPD) mount brackets and posts
• Supply of station LAN switches
• Implementation of Wide Area Networks infrastructure upstream of the station LAN
• Supply and installation of the Integrated Ticketing Equipment.

The implementation of this contract shall be in separable parts consisting of the following not necessarily in numerical order:

separable part 1; Area 5	(27 stations),
separable part 2; Area 6	(15 stations),
separable part 3; Area 7	(26 stations),

The order of construction within each separable part shall be confirmed by RailCorp upon/after award of the Contracts. It is RailCorp's intention to award an individual contract for each separable part, however RailCorp may at its sole discretion award multiple contracts to one Contractor.

The Contract will be on the basis of Fixed Lump Sum Prices excluding Goods and Services tax (GST) and not subject to Rise and Fall.

This Preamble is in summary form only for the convenience of Tenderers and must not be relied upon by Tenderers. It is subject to the detailed requirements in Parts A-E of this Request for Tender Document (the "RFT"). Without limitation, the proposed scope of work outlined in the RFT may be subject to amendment in accordance with Addenda issued under clause A14 of the Conditions of Tendering.
