Tender Details

The Australian and NSW governments are planning to widen and upgrade 6.5 kilometres of Mulgoa Road / Castlereagh Road between Glenmore Parkway, Glenmore Park and Andrews Road, Penrith, to support current and future traffic demands and expected growth in the area and deliver a more efficient, reliable network that meets the future needs of the community and the economy. The upgrade will be undertaken in six stages along the current corridor alignment and is part of the Western Sydney Growth Roads Program to support the residential and commercial growth in Penrith.

Transport is intending call for Registrations of Interest (ROI) in Quarter 3, 2021 for Non-Owner Participants to form a Project Alliance for the design and construction of Mulgoa Road upgrade between Jeanette Street and Blaikie Road and exit ramps at the M4.

It includes widening 1.18km of Mulgoa Road from two lanes to three lanes, in each direction, from Jeanette Street to Blaikie Road, with additional 600m off-ramps from M4 Smart Motorway intersection.

Main construction work is currently scheduled to commence in early 2022.

Key features of the project include:

        Widening Mulgoa Road from two lanes to three lanes each way. 

        Relocation of a number of complex utilities such as HP / LP Gas, HV / LV Electrical, sewer rising mains, water, gravity sewer, stormwater, ITS and telecommunication services.

        Tie-ins 100m north of Blaikie Road and 100m south of Jeanette Street.

        Extension of slip lanes on Mulgoa Road entering the M4 Motorway.

        Interface with the M4 Smart Motorway Project incl. upgrade to the exit ramps to suit M4 Smart Motorway requirements.

        Reducing the widths of the embankments supporting the M4 Motorway road bridges and installing retaining structures to create space for additional through-lanes under the bridge.

        Re-construction of Huron Place to become an Active Transport Corridor (low speed environment).

        Replacing the grade-separated access to the Penrith Homemakers Centre at Wolseley Street with dual right-turn lanes.

        Provision of bus prioritisation measures at intersections.

        Providing an active transport corridor along the eastern side of Mulgoa Road, including a 3.5-metre-wide shared use pedestrian, cyclist path and noise walls.

        Connecting Hatchinson Crescent, Huron Place and Peter Court to create a shared transit zone for vehicles and cyclists and providing an adjacent footpath.

Mulgoa Road upgrade, Glenmore Parkway to Jeanette St, is currently in TfNSW review as a potential additional works package. The procurement and delivery strategy is subject to final TfNSW approvals.

Additional Details / Instructions

To be eligible to submit an ROI:

-the lead constructor NOP must be prequalified with Transport under the National Prequalification System for Civil (Road and Bridge) Construction Contracts for prequalification class (or higher) of R4, B3, and F75

-if a respondent proposes an unincorporated Joint Venture, at least one of the members of the Joint Venture must be prequalified to R4, at least one of the members prequalified to B3 and all of its members prequalified to F75

- the lead designer NOP must be registered with Transport under the Technical Services Registration Scheme for Standard Road Design.
