Transport for NSW (Transport Infrastructure Projects) / Singleton Bypass - Registration of Interest for Design and Construct contract - 21.0000139291.1958

Transport for NSW (TfNSW) is inviting Registrations of Interest (ROI) from suitably experienced and qualified organisations to participate in the procurement process for the design and construction of the Singleton Bypass.

The Singleton Bypass project will be delivered via a design and construct contract.

Key features of the Singleton Bypass include:

• the design and construction of approximately eight kilometres of new highway (the bypass) with a single lane in each direction, including bridge structures over the Hunter River, floodplains and ARTC railway line; and
• key intersection upgrades and modifications to the local road network.

Prequalification

• the contractor must be prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts for prequalification class (or higher) of R3, B4 and F150;
• if an applicant proposes that the construction aspects of the Project are undertaken by an unincorporated Joint Venture, at  least one of the members of the Joint Venture must be prequalified to R3 (or higher), at least one of the members prequalified to B4 and all its members prequalified to minimum F150; and
• the principal design organisation must be registered with TfNSW under the Technical Services Registration Scheme for Complex Bridge Design and Complex Road Design.

The successful tenderer will be selected through a two stage procurement process. The first stage requires applicants to submit this ROI. A shortlist of applicants will then be selected from this ROI process and invited to submit a tender for the work.

The ROI documents and further details related to the ROI process are available only via the project data room. To gain access to the project data room for the ROI stage, prospective applicants must:

1. review the attached document titled “Data Room Interaction Rules”

 AND

2. complete, sign and return the Confidentiality and Disclaimer Deed Poll (including completion of Schedule 1, nominating the  Data Room Representatives and provision of the Individual Deed Polls in Schedule 2).

An ROI Invitation briefing will be held on Tuesday 19 July 2022 at 10:00 am (AEST) via MS Teams.

All applicants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).

The Code for the Tendering and Performance of Building Work 2016 applies to this project.  This document is available at https://www.legislation.gov.au/Details/F2019C00289.  By submitting an ROI for this project you will become subject to the Code for the Tendering and Performance of Building Work 2016.

It is a requirement for this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out.  Information on the Scheme is available on the Australian Government website at www.fsc.gov.au.
