Tender Details

Transport for NSW (TfNSW) requires the services of a professional services contractor to investigate land transport infrastructure that would improve freight access and efficiency between Port Botany, Kingsford Smith Airport and the broader road Network. The scope involves the review all previous studies, define the issue with the network in the study area, develop suitable strategic design options to improve network efficiency in the short, medium and long term, present findings at a value management workshop and recommend an improvement strategy to support the development of a strategic business case.

Mandatory Criteria:

1. Tenderers need to be prequalified member of the TfNSW Technical Services Registration Scheme for:

  • Complex Road Design
  • Complex Bridge Design
  • Geotechnical Assessment and Interpretation
  • Preliminary Environmental Investigation

2. Attendance of Mandatory Pre-Tender Briefing

3. Compliance to insurance requirements as per TfNSW Professional Services Contract Level 3 (Construction Industry)

The scope of services will generally comprise of the following but not limited to:

  • Project familiarisation, review of strategic planning guidance and previous studies.
  • Undertake Preliminary Environmental Sustainability Planning Investigation 
  • Undertake constraint mapping, gap analysis and technical investigations to inform options development (desktop and site investigations if required) 
  • Develop strategic infrastructure design options through collaboration with the traffic modelling PSC, urban designer and other PSC’s and the Transport project team. 
  • Undertake Options workshop, Value Management Workshop, evaluating strategic options against options assessment criteria developed and recommend an improvement strategy to advise a program of improvements that support the development of a Strategic Business Case. 
  • Undertake strategic cost estimating for options and recommended option/s 
  • Provide Proposed Option report that document the options identification, evaluation and development process.
