Tender Details

Transport for NSW (TfNSW) is inviting Registrations of Interest (ROI) from suitably experienced and qualified organisations to participate in the procurement process for the delivery of the Hexham Straight Widening.

The Hexham Straight Widening project will be delivered via a collaborative Alliance contract.

Key features of the Hexham Straight Widening include:

  • the widening of the Pacific Highway/Maitland Road (A43) starting about 300 metres to the south of the intersection with the Newcastle Inner City Bypass (A37) at Sandgate and extending to about 760 metres north of Hexham Bridge at Hexham on the New England Highway/Maitland Road. The highway is to be widened from generally two lanes in each direction to three lanes in each direction;
  • the replacement of the existing Ironbark Creek bridge with a new bridge arrangement;
  • minor improvements at existing signalised intersections;
  • minor improvements and adjustments to access roads, medians, unsignalised intersections, entry and exit ramps connecting to the Pacific Highway (A1) and the U-turn facility at the northern end of the Project;
  • allowing for existing and proposed cycleway route access for Active Transport considerations; and
  • utility relocation and protection including relocation of overhead power and the existing water main on Ironbark Creek Bridge and protection of several transverse crossings along the length of the corridor.

Prequalification

  •  the lead constructor must be prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts for prequalification class (or higher) of R5, B3 and F150;
  • if an applicant proposes that the construction aspects of the Project are undertaken by an unincorporated Joint Venture, at least one of the members of the Joint Venture must be prequalified to R5, at least one of the members prequalified to B3 (or higher) and all of its members prequalified to F150; and
  •  the lead designer must be registered with TfNSW under the Technical Services Registration Scheme for Complex Bridge Design and Complex Road Design.

The successful proponent will be selected through a two stage procurement process. The first stage requires applicants to submit an ROI. A shortlist of applicants will then be selected from this ROI process and invited to submit a proposal for the work.

The ROI documents and further details related to the ROI process are available via the project data room. To gain access to the project data room for the ROI stage, prospective applicants must:

       1. review the document titled “Data Room Interaction Rules”

       AND

       2. complete, sign and return the Confidentiality and Disclaimer Deed Poll (including completion of Schedule 1, nominating             the Data Room Representatives and provision of the Individual Deed Polls in Schedule 2).

An initial ROI briefing will be held on Wednesday 20 April at 12 midday via MS Teams.

All applicants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).

This project is jointly funded by the Australian Government.

The Code for the Tendering and Performance of Building Work 2016 applies to this project.  This document is available at https://www.legislation.gov.au/Details/F2019C00289.  By submitting an ROI for this project you will become subject to the Code for the Tendering and Performance of Building Work 2016.

It is a requirement for this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out.  Information on the Scheme is available on the Australian Government website at www.fsc.gov.au.
