Tender Details

TfNSW requires six independent members, experienced and competent geotechnical, tunnelling, vibration and structural engineering experts to form an Independent Property Impact Assessment Panel (IPIAP) (the Panel) (with a quorum of three and three back up members including chair).

To successfully participate in the IPIAP tender process, organisations and individual are required to be geotechnical/tunnelling, vibration and/or structural engineering experts, with demonstrated experience and appropriate professional qualifications in assessing settlement and vibration impacts on a range of structures including on domestic, commercial, industrial and heritage structures of varying sizes, due to tunnelling, excavation and other construction activities.  Experience in dispute resolution and previous membership of a technical panel is also desirable. 

Panel members must be willing to query, challenge and probe the Contractor for further clarification and information and provide timely responses to the Contractor’s submissions.

To successfully participate in the tender process for the Project, organisations:

• Must be a registered supplier at the time of this tender on the SCM4721-Subsidence Advisory NSW Independent Assessment Prequalification Scheme and/or on TfNSW Technical Services Registration Scheme

• Demonstrated independence of the nominated personnel from the project design and construction teams.  Project design and construction teams for the projects are provided in Attachment 4 of the RFP. 

• Identify any potential conflicts of interest and proposed methodology for managing any such conflicts.

• Availability of the nominated personnel to provide the services over the five year life of the Projects.

 Without any obligation to do so, where the integrity of the tender process is not compromised, TfNSW may determine (in its absolute discretion) that it is appropriate to consider a late tender submission.

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.
