Tender Details

The NSW Government’s vision for Sydney is one of an integrated road and public transport network that gives you the freedom to choose how and when you get around, no matter where you live and work. The Western Harbour Tunnel is a major transport infrastructure project that will make it easier, faster and safer to get around Sydney. By creating a western bypass of the Sydney CBD, the Western Harbour Tunnel will take pressure off the Sydney Harbour Bridge, Sydney Harbour Tunnel, Anzac Bridge and Western Distributor corridors to improve transport capacity in and around Sydney Harbour.

The Western Harbour Tunnel is a new 6.5-kilometre motorway under Sydney Harbour linking WestConnex and City West Link at Rozelle to the Warringah Freeway near North Sydney. As part of the broader the Western Harbour Tunnel and Beaches Link Program, the Western Harbour Tunnel is designed to ease congestion throughout Greater Sydney, improving journey times for public transport, freight and motorists. As Sydney continues to grow, faster and more reliable trips are essential to reducing congestion and providing new levels of access to jobs, recreation, and services such as schools and hospitals.

The Western Harbour Tunnel project objectives include:

  • Reducing congestion on key roads around the Harbour CBD, including the Sydney Harbour Bridge, Sydney Harbour Tunnel and Anzac Bridge 
  • Create faster, safer and more reliable journeys across Sydney Harbour, particularly for traffic bypassing the harbour CBD to the west
  • Improve productivity by allowing commuters and freight to reach their destination faster, safer and more reliability
  • Increase the ability for the Harbour CBD road network to cope with traffic incidents
  • Reduce travel times, delays and queuing on the Warringah freeway by improving cross harbour capacity
  • Improving streetscapes, sustainability and liveability across the Eastern City and North districts by reducing congestion.

 The Project scope includes:

  • Twin mainline tunnels about 6.5 kilometres long connecting the M4-M5 Link at Rozelle to the Warringah Freeway, near Cammeray
  • An immersed tube tunnel crossing of Sydney Harbour between Birchgrove and Balls Head
  • Underground connections to the M4-M5 Link project beneath Rozelle
  • Tunnelled ramps and surface connections at Rozelle, North Sydney and Cammeray, including direct connections to and from the Warringah Freeway (including integration with the Warringah Freeway Upgrade), an off ramp to Falcon Street and an on ramp from Berry Street at North Sydney
  • Tunnelled stubs for future underground connections to the Beaches Link and Gore Hill Freeway Connection project under the Warringah Freeway near Cammeray
  • Fitout and commissioning of a ventilation outlet and motorway facilities at the Rozelle Interchange
  • Construction of a ventilation outlet and motorway facilities at the Warringah Freeway in Cammeray
  • Operational facilities including a motorway control centre at Waltham Street, in the Artarmon industrial area, and tunnel support facilities at the Warringah Freeway in Cammeray 
  • Other operational infrastructure including groundwater and tunnel drainage management and treatment systems, signage, fire and life safety systems, lighting, emergency evacuation and emergency smoke extraction infrastructure, CCTV and other traffic management systems.

The Project is funded by the NSW Government and is being procured and delivered by TfNSW.

TfNSW is inviting suitably experienced and qualified organisations to pre-register their interest to participate in the procurement process for the delivery of the Project.

To successfully pre-register interest to participate in the procurement process for the delivery of the Project, organisations:

a) must be, in TfNSW’s absolute opinion:,

  1. a suitably experienced and qualified consortium; or
  2. a contractor or service provider who can demonstrate its capability and experience to play a significant role in a consortium, or to act as a contractor in its own right, to deliver the Project; or

b) must be a contractor who is prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts, at the prequalification class of F150+ (Financial) and R5 (Roadworks), or must demonstrate to TfNSW how it will obtain prequalification by the time of submission of its EOI application. If registering as a consortium, all members of the consortium registering under this paragraph 2(b) must be prequalified to F150+ (Financial) and at least one member of the consortium must be prequalified to R5 (Roadworks).

c)  must, before the closing date and time for pre-registrations, complete and submit:

  1. the Pre-registration Form included in the attached document (Att.1); and
  2. the Stage 1 Confidentiality and Disclaimer Deed Poll included in the attached document (Att. 2).

Electronic copies of the Pre-registration Form, and the Stage 1 Confidentiality and Disclaimer Deed Poll (each completed and executed to TfNSW’s satisfaction) must be returned to TfNSW at WHT@transport.nsw.gov.au with the email subject heading:

 ‘[Name of organisation] : WHT : Pre–registration process : submission’.

If the applicant is more than a single entity, each participant comprising the applicant must complete a separate Stage 1 Confidentiality and Disclaimer Deed Poll. However there is no requirement for organisations to have formed joint ventures / consortia teams at the pre-registration step.

TfNSW will contact all organisations who have submitted a registration form via email to confirm whether they have been approved as a Registrant (or otherwise). TfNSW will accept receipt of pre-registration documents (completed Pre-registration Form and executed Stage 1 Confidentiality and Disclaimer Deed Poll) before closing date.

TfNSW may determine (in its absolute discretion) that it is appropriate to consider a late registration request.

All Registrants must comply with the New South Wales Industrial Relations Guidelines: Building and Construction Procurement (Guidelines).
