Sydney Trains is undertaking a two-stage procurement process for its Electrical Isolation Improvement Program (EIIP). The scope of the EIIP includes upgrading infrastructure assets over a five-year period to enable Remote Isolation Rail Connecting Systems (RIRC) to operate within the Sydney CBD, including all substations, sectioning huts and trackside field switches that use in-maintenance configurations.
The first stage of the procurement process is an Expression Of Interest (EOI) whereby Sydney Trains will be seeking responses from vendors that have capabilities in the market to supply required Authorised Engineering Organisation (AEO) services and electrical infrastructure equipment for a fully remote integrated remote switching system. Pricing will not be sought from vendors at this stage.
The Electrical Isolation Improvement Program (EIIP) will improve the safety, speed and efficiency of the 1500Vdc and High Voltage (HV) Electrical Power Outage System (EPOS) through the introduction of improved systems, processes and technology. These initiatives will reduce the time and resources required to effect power outages and power restoration which will enable more efficient utilisation of resources and assets. This EoI will focus on infrastructure stream.
Sydney Trains is open to different contracting arrangements as proposed by Tenderers. The scope will cover as follows:
a) An assured concept and detailed system design produced by a suitably competent Integration and Design Authorised Engineering Organisation (AEO) including requirements and system specifications for the integrated system and related sub-systems including control systems, communications, circuit breakers and remote switching systems
b) Procurement and facilitation of type approval of suitable equipment to realise the integrated system design in an Off-System Trial environment and an On-System Pilot area that is representative of the network
c) design and construction assurance of a Trial environment and Pilot area
d) verification, validation and assurance of the constructed site, system testing and commissioning of the integrated system in the Trial environment and Pilot area
e) site detailed design and assurance during system roll-out phase intended for live use in the network
f) verification, validation and assurance of the constructed site, equipment testing and commissioning in the roll-out sites and the integrated system supporting the whole roll out
g) management and assurance of all integration interfaces between sub-systems and site infrastructure supplied by Sydney Trains or constructed by a Construction and Commissioning AEO
