The Rolling Stock Engineering and Specialist Services Scheme offers a panel of service providers to assist NSW Government Agencies in engaging Rail specific providers for professional services and rolling stock asset works and services.

The Rolling Stock Engineering and Specialist Services scheme covers rail specific professional services and minor rolling stock asset works and services in the following categories:

In submitting this application, applicants confirm all of the following;

- The applicant is solvent; (your business’s net tangible assets are greater than its liabilities) 

- Not subject to insolvency proceedings and;

- Is able to pay all debts when they are due for payment.

If you are offered work your business may be required to get an independent financial assessment. NSW Government agencies are required to assess a contractor’s financial capacity at the time of engagement or tendering, and their ongoing ability to deliver the contracted works throughout the contract period.

(a) An audited Statement of Financial Position (Balance Sheet) and Statement of Financial Performance (Profit & Loss Account) for the Tenderer (and any associated company) for a period of at least the last two years

(b) An audited account of the financial affairs of the Tenderer (and any associated company) for a period of at least the last two years.

Where applicable, the evidence of the financial affairs must include copies of Australian Securities and Investments Commission Annual Returns.

Insurances

Note: Below are insurance guides for the Insurance coverage requirements that are set by Sydney Trains

Goods Insurance

In respect of the property insurance, the amount of cover is the replacement value of the Goods.

In respect of the marine transit insurance, the amount of cover is 110% of the replacement value of the Goods.

Public Liability Insurance

Amount of Cover is either:

• $20 million; or

• if the Contractor's Activities involve work in a non-live rail corridor - $50 million; or

• if the Contractor's Activities involve work in a live rail corridor - $250 million,

in respect of any one occurrence.

Minimum deductible: $20M for Office Based (Professional Services)

Minimum deductible: $50M for Asset Works (Goods and Services / Trials) 

Product Liability Insurance (where goods are being provided)

Amount of Cover: $20 million in respect of any one occurrence.

Minimum deductible: $20m for Asset Works (Goods and Services / Trials) 

Workers Compensation Insurance

Amount of Cover: The maximum amount required by Law

Minimum deductible: Not applicable 

Motor Vehicle Insurance

Amount of Cover: Combined limit of not less than $20 million

Professional Indemnity Insurance (For Design Works / Professional Services)

Amount of Cover: $5M

Minimum deductible: $5M

Public Liability *

$20M Minimum Public Liability Insurance is mandatory for contracts under the Rolling Stock Engineering and Specialist Services Scheme.

$50M Public Liability Insurance will be required for Rolling Stock Asset Works.

If the $50M per occurrence insurance coverage for Asset Works is not presently in place, the Applicant must obtain the requisite levels of insurance prior to any commencement of work or engagement with Sydney Trains. Any additional premiums payable to increase to the required level are to be included as part of the Tenderers Pricing and not shown as an additional charge. Sydney Trains are to be named as insured on the policy.
