Transport Asset Holding Entity of New South Wales / Panels of Professional Service Providers for Information Communications and Technology Division - 2005/1420P

PREAMBLE

RailCorp is the new rail entity established to provide passenger rail services for metropolitan NSW. It has been formed through the merger of the State Rail Authority of NSW (StateRail) and Rail Infrastructure Corporation (RIC).

RailCorp Information Communication Technology (ICT) is responsible for the delivery of effective solutions to meet the organisation’s information technology needs. The ICT program of work is dynamic and requires a broad set of specialist skills and experience to meet business needs. It requires a demonstrated ability to deliver effective solutions.

In order to provide RailCorp with an efficient and cost effective access to additional resources which will expand and supplement the current range of services, it is intended to establish a number of panels which will be utilised to provide professional services on an as-needs basis. The proposed panels covered by this Request for Information Document ("RFI" are in the areas of:

• Strategy and Architecture;
• Integration Competency Centre;
• Enterprise Resource Planning System Development and Support;
• Solution Delivery;
• Project Management; and
• Infrastructure Design, Development and Support.

Each panel will be maintained for a period of two (2) years from the date of its establishment and RailCorp – at its sole discretion – may extend the period by up to a further two (2) years.

The establishment of these panels will enable sourcing of:

• Individual roles required by various projects;
• Delivery of entire projects; or
• Completion of discrete packages of work.

Panel members may be invited by RailCorp from time to time to provide individuals or submit proposals/ quotations for projects or work packages. RailCorp, when placing orders reserves the right to:

1. engage from the panels any panel member at RailCorp’s discretion as the need arises; and
2. engage any service provider outside the panels for the provision of any of the services detailed in this RFI Document.

All work completed by panel members under the panel arrangement, irrespective of whether it is through individuals, projects or work packages, shall be carried out within the framework of RailCorp’s methodologies, architectures, associated technical and product standards and business processes.

Panel members who are invited to under take work will be expected to add value, in addition to completion of the work, through such means as generation of innovative ideas for business improvement and input to technical direction and emerging technologies.

Companies responding to this RFI may apply for inclusion on one or more panels.

This preamble provides only a summary of the main points of the RFI for the convenience of Applicants and therefore must not be relied upon as addressing all of the requirements of the RFI. It is subject to the detailed requirements in the remainder of the RFI. Without limitation, the proposed scope of work outlined in the RFI may be amended by addenda issued in accordance with clause A14 of the RFI.
