The Western Harbour Tunnel and Beaches Link program (‘WHTBL Program’) of works is a major transport infrastructure program to make it easier, faster and safer to get around Sydney. By creating a western bypass of the Sydney CBD, the Western Harbour Tunnel (WHT) will take pressure off the Sydney Harbour Bridge, Sydney Harbour Tunnel (SHT) and ANZAC Bridge; while Beaches Link would create an alternative to the Military Road/Spit Road and Warringah Road corridors to relieve traffic pressure on the North Shore.

The WHT is new 6.5 kilometre dual three lane motorway under Sydney Harbour, linking WestConnex and City West Link at Rozelle to the Warringah Freeway and the future Beaches Link near North Sydney. This new crossing will change the way people move around Sydney, improving connectivity between northern Sydney, Sydney CBD, Sydney (Kingsford Smith) Airport, Port Botany and western Sydney.

The SHT is one of two primary harbour crossings that connects to the Warringah Freeway for journeys north and to the Domain Tunnel / Eastern Distributor for journeys south. The SHT is currently operated and maintained under a 30-year concession. When this concession expires in 2022, the operation and maintenance responsibility will revert to Transport for NSW.

As part of this significant transport investment, the provision of asset management, operations, maintenance and lifecycle services (‘AM Services’) will be a key and central workstream to support the WHTBL Program and the SHT..

The Asset Manager will be required to provide AM Services across a series of phases (as applicable) for the WHT and SHT. To support provision of these services, it is expected the Asset Manager will have personnel with relevant expertise and experience, including in the application of strategic asset management in a transport infrastructure context.

Transport invites suitably experienced and qualified organisations to register their interest to participate in the Asset Manager procurement process. To be eligible to be selected as a registrant and be invited to participate in future stages of the Asset Manager procurement process, applicants must satisfy registration requirements as set out in the attached registration of interest document (‘ROI Document’).

To be considered for registration, applicants must submit, before the prescribed closing date and time:

  • a registration form completed in accordance with the ROI Document to Transport’s satisfaction (in its absolute discretion); and
  • the prescribed confidentiality and disclaimer deed poll properly executed by the applicant (or each entity comprising the applicant) in the form set out in the ROI Document.

The registration form and all applicable confidentiality and disclaimer deeds poll must be submitted as a single electronic PDF document to Transport at whtbl.operations@transport.nsw.gov.au with the following email subject heading:

‘[Name of organisation]: WHT + SHT AM: ROI.

Transport will contact all applicants who have submitted a registration form via email to confirm whether they have been approved as a registrant (or otherwise).

All applicants must comply with the New South Wales Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
