 Scope

Identification

This document is identified as the Request for Proposal Outlilne for the Mobile Forensic Laboratories (MFL) for the New South Wales Police Force (NSWPF) Forensic Services Group (FSG).

System Overview

The New South Wales Police Force will deliver and implement a mobile forensic laboratory capability as part of the DNA Science NSW Advancement Program’s (dnasnap) Mobile Forensic Laboratory Project through the procurement of two separate mobile forensic science laboratories.

The Mobile Forensic laboratories will be employed by the Forensic Science Services Branch (FSSB) to deliver enhanced forensic science capabilities to the scene of the crime to improve the availability of timely forensic science intelligence supporting the investigation and increased resolution of crimes.

The MFL will enable the delivery of forensic examination, triage and analyses capabilities that are currently not provided at crime scenes. It will also facilitate a ‘reach-back’ capability to allow the forensic teams at the crime scene to access specific technical expertise through voice and data communications links with NSWPF voice and data networks and wider internet access.

Solution Type

The MFL solution will consist of two discrete, independently deployable advanced multi-room mobile laboratories each mounted onto a 4.5 ton cab chassis vehicle.

The two discrete laboratories will each be tailored to specific roles and will be referred to as Laboratory 1 and Laboratory 2

The work will be undertaken in 6 discrete phases as identified in the table below, but the MFL’s must be delivered by the 9th of November 2009.

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.

The Request for Proposal is a restricted tender.

Probity and Intelligence checks will be undertaken as part of your Confidentiality Agreement submission and the NSWPF reserves the right not to provide the RFP password and documents based on that intelligence without giving any reasons.

Vendors must be able to prove the following:

 

1. Experience in vehicle solution design and development 

2. Experience in the construction of vehicle modifications

3. Experience in undertaking vehicle fit outs

4. Must submit a signed Confidentiality Agreement

5. Must pass Intelligence & Probity checks
