Tender Details

Substantial economic change is underway across regional NSW and recent analysis suggests global trends that will affect regions are accelerating. Key decisions about diversification activities are already being made by the private sector and NSW Government planning is in progress across a number of portfolios to understand and leverage opportunities presented by these trends. 

Evidence demonstrates that successful diversification requires detailed planning and coordinated decision making, with governments, industry and community working together from inception.

Department of Regional NSW is seeking an external vendor with knowledge and experience in economic transition and diversification planning at a regional level.

The scope of work includes:

1.Localised Analysis 

A. Diversification Maturity Index

In order to track the progress of the economic diversification of regions over time and the impact of NSW Government initiatives, a Diversification Maturity Index is required to be developed including diversification metrics which will be used to evaluate the efficacy of NSW Government programs achieving the desired outcomes. 

B. Regional Diversification Mapping 

Undertake a mapping of each region’s diversification guiding documents and strategies and supporting governance frameworks.

C. Identification of triggers for transition

Develop and provide a model which identifies triggers or indicators that support the identification of regions in need of economic diversification. The triggers/indicators may be economic, resource-based, structural or operational, among others. The triggers must be evidenced based and may be guided by the maturity and vulnerability assessment of the four affected coal mining regions, as well as other case studied where transition has been required in Australia or Internationally, but should be applicable to any region or industry in NSW. 

2. Diversification Platform

A. Diversification Training/Uplift Initiative

Development of a Diversification Training/Uplift Initiative with the objectives to:

- lift diversification and transition literacy and understanding within participants

- develop a shared understanding of challenges faced within regional NSW (this may be focused initially on the Hunter, Illawarra, Central West and North West)

- facilitate discussion and document desired outcomes and options

Deliver Program workshops for approximately 20 people across each of the four regions, undertaken face to face in Sydney or another regional location including the Hunter over multiple days or workshops.

B. Concept specifications for a Diversification Hub

To complement the Diversification Training/Up Lift Initiative create concept specifications for an online Diversification Hub, a central online space for participants to engage with leading practice experts and other participants across the four pilot regions. The Diversification Hub will enable experts, researchers, business and government leaders to share information, learn from case studies, and share ideas in an online forum; with the aim of promoting innovation. The technical delivery of the hub is out of scope for this procurement.

Commencement date: Early December 2022       

Initial term: Completion 5/5/2023

The successful service provider must have experience in delivering capability up-lift programs and understanding of diversification strategies and initiatives which underpin transformative change.
