Copeton Dam- Construction of Stage 1 - Upgrade Works - 0902272EOI

State Water has a program to upgrade 8 major dams. Copeton Dam is one of the dams in the upgrade program. Copeton Dam was completed in 1976. It is a zoned earth & rockfill dam approximately 1,484 m long and 113 m high and stores 1,364 GL at FSL(Full Supply Level).

The spillway has a crest length of 132m with 9 radial gates each 13.0 m high x 14.63 m wide.

The main driver for upgrading Copeton Dam is dam safety due to inadequate spillway capacity due to the revised extreme flood consequence category. The dam does not meet the statutory requirements of the NSW Dams Safety Committee (DSC) and the Australian National Committee on Large Dams (ANCOLD) guidelines for extreme floods.

The ECI Process:

State Water is seeking applications for prequalified contractors who are prepared to collaborate in an Early Contractor Involvement (ECI) process. The ECI process is designed to assist both the Principal and the Contractor in the delivery of this project. The ECI process is aimed at engaging with potential tenderers at the earliest possible time to obtain their collective input into the final contract. While State Water will be contracting with a well developed design, it will be looking for tenderers’ ideas and innovation on how to enhance the contract, particularly in how the risks have been identified and allocated in the draft contract document and whether or not tenderers believe that is the most expedient approach for this project.

The potential tenderers will be required to fully and openly participate in a cooperative manner with State Water, State Water’s detailed design consultant and all key stakeholders during the ECI stage so as to ensure the delivery of effective and successful contract outcomes for State Water.

Generally an invitation from a pre-qualified register of approved tenderers who have the ability to undertake the particular work or type of work proposed, a limited number of service providers are known to carry out the work or service (or in emergency or other restricted situations). Tenderers have usually been pre-qualified, accredited, or selected for the type of work and financial range. Competitive bids called from a standing offer (panel / period) contracts would also use this type.
