Tender Details

The Department of Regional NSW has developed and funded The Welcome Experience program. This program is an initiative which seeks to address the challenges many communities in regional NSW face as a result of difficulties in attracting and retaining essential workers. 

The Welcome Experience operates across four stages of an essential worker’s decision to move to a regional location:

1.  Attract/Decide: Providing information to essential workers to help them to make an informed decision about moving to a regional location

2. Prepare: Upon the decision being made by an essential worker, providing them with practical supports to assist them in moving to the regional location

3. Welcome: Upon the essential worker relocating to the regional location, helping them integrate into the community

4. Stay: Providing supports to the essential worker throughout their tenure in the regional location to stay beyond their original plans

The service is currently operating in eight pilot locations across regional NSW (see website for details, https://www.nsw.gov.au/regional-nsw/makethemove/welcome-experience). To ensure the overall service is successful and meets the needs of communities the pilot phase is live testing the service prior to the broader roll out across regional NSW.

Scope of Works/ Project Period:

The contract offered in this RFT proposes a two-year period, from 1 July 2024 to 30 June 2026.

The program provides planning resources, developed in partnership with local communities that will inform organisations hosting the service about the kinds of support that new community members might benefit from when they first move to a regional location. 

Requirements:

The success of The Welcome Experience is dependent of flexible delivery of the program. Host agencies and Local Connectors are expected to work flexibly to be able to support the needs of essential workers as they relocate to a regional location. Host agencies are expected to have established links to the local community which will enable community participation in the program and allow Local Connectors to leverage off existing community initiatives.

Mandatory Requirements:

It is mandatory that all Host Agencies have insurances as specified below for the duration of the project. These include:

- Professional Indemnity

- Public Liability ($10m Broadform Public and Property Liability)

- Workers Compensation as required by law."
