OVERVIEW 

Request for Information for Biosolids Management Services 

Sydney Water produces around 180,000 wet tonnes of dewatered biosolids per year. Liquid biosolids are also produced at three of Sydney Water's Water Resource Recovery Facilities (WRRF). Biosolids Management services includes the collection, transport and beneficial use of biosolids from 20 Water Resource Recovery Facilities (WRRF) and Sydney Water has maintained 100% beneficial use of all biosolids for over 20 years. 

Sydney Water is seeking to understand market capability and offering in the supply of biosolids management in two separable portions: 

1. Collection, Transport and beneficial use of biosolids (excluding preparation of Biosolids Application Reports (BAR) and soil sampling) 

2. Preparation of BARs in accordance with NSW EPA Biosolids Guidelines including soil sampling and testing as required by Sydney Water. 

NSW EPA Biosolids Guidelines are currently under review and the future direction of biosolids regulation is very uncertain. Potential regulation of emerging contaminants of concern, primarily PFAS is likely to impact the beneficial use of land applied biosolids due to the introduction of guideline values on PFAS.      

The objectives of these services are to:  

- achieve 100% compliance with all relevant guidelines, legislation and licenses such as Heavy Vehicle National Law (HVNL) and NSW EPA Environmental Guidelines: Use and Disposal of Biosolids Products (NSW Biosolids Guidelines).;

- achieve 100% beneficial use of biosolids; 

- beneficially use biosolids in accordance with Sydney Water requirements; and 

- work with Sydney Water to maintain current beneficial use markets and develop new opportunities for biosolids use.  

PREREQUISITES TO ENGAGE IN THIS RFI (only applicable to Portion 1)

There are some Sydney Water restrictions and minimum requirements in accordance with the NSW EPA Biosolids Guidelines to be considered as part of this RFI. These include: 

1. For health reasons, all trucks, trailers and dogs must not transport grain or foodstuffs once biosolids transport has begun.

2. All semi-trailers and truck and dog combinations must have a tarpaulin system that is fully sealed to prevent odour and spills (biosolids are generally 80% water), however baffles are not      required. This tarpaulin system must be a safe ground operated system and approved by Sydney Water.

3. Truck and trailer doors must be fully sealed to prevent leaks and extra grain locks are needed for this reason.

4. Some treatment plants have specific routes to and from the plant that must be followed. School curfews also apply at some plants. Collection times for biosolids is generally between 7am and 3pm.

5. Capability to utilise apps and cloud based data capture and transmission packages including capture of GPS data etc.
