Tender Details

The Consultant/s will be required to provide a stand-alone credit rating and credit rating report for the following Government businesses (subject to confirmation prior to the award of the contract):

1.           Essential Energy

2.           Forestry Corporation of New South Wales

3.           Hunter Water Corporation

4.           Landcom (trading as UrbanGrowth NSW)

5.           Newcastle Port Corporation (trading as Port Authority of New South Wales)

6.           WaterNSW

7.           Sydney Cricket and Sports Ground Trust

8.           Sydney Water Corporation

9.        Transport Asset Holding Entity

 The list will be revised every financial year to incorporate NSW Government policy decisions. Hence, there is the potential for a change in the number of Government businesses requiring a credit rating. Consultant/s may wish to reflect this in their proposed fee structure. Where a Government business’ debt falls below $1 million in a particular financial year, a ratings review will not be required.

 The credit rating assessment is to be made on the basis that the Government business has no explicit or implicit Government guarantee (that is, on a stand-alone basis).

 The credit rating report should detail the credit rating allocated to the Government business and the rationale underlying the rating, including pertinent financial information, expected future developments in markets and financial performance, and possible ‘risk factors’ which would affect debt repayment capacity.
