Tender Details

The Authority is seeking proposals from the private sector to refurbish and restore the building known as the “Lawson Menzies Building”, located at 212–218 Cumberland Street, The Rocks (the Works).

The public offering for delivery of this project and for the subsequent granting of a long term lease (with a proposed 60 year term) will be facilitated through a two-stage process consisting of a Request for Proposals Stage (RFP Stage) and a subsequent Request for Final Proposals Stage (Final Stage).

The Authority’s objectives for the delivery of this project are to:

(i)                  refurbish and restore the Lawson Menzies Building to create an outstanding example of adaptive re-use of a former warehouse within an important heritage precinct

(ii)                ensure that the building’s heritage significance is preserved

(iii)               achieve a minimum 4 Green Star Energy Rating Specification and 4 Star rating under the NABERs Energy Scheme

(iv)               ensure the Works are undertaken concurrently with the adjoining Stamford development in order to minimise disruption to local residents, city workers and the general public

(v)                  grant a long term lease to the Successful Proponent upon completion of the Works.

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.

Proponents interested in being considered to undertake the project must pay $275 (including GST) to obtain a copy of the supporting documentation CD to this RFP document and must deliver the Deed Poll and Confidentiality Undertaking attached to this Request, signed by the Proponent.

On receipt of the Request Fee and the executed Deed Poll and Confidentiality Undertaking, the Authority will issue the Proponent with a CD containing detailed information on the Lawson Menzies Building and the Authority’s draft legal documentation (RFP Documents).
