Tender Details

"In March 2022, NSW Treasury supported funding of $21.4 million per annum to 30 June 2026 for the enhanced delivery of shark mitigation and ocean beach safety through the Shark Management Program.  Under the NSW Shark Management Program 37 tagged shark listening stations (TSLS) (which were previously referred to as VR4G buoys) have been deployed at various locations along the NSW coast. 

To ensure the continued operation and function of the real-time alert network, the buoys require annual checks and servicing of the mooring equipment and cleaning of the buoy and sub-frame leg from heavy marine fouling. The service is required in the period 1 March to 31 May, 2024 and 2025 and is the focus of this request for quote process.

Through this current open quote process, the successful commercial dive company/s will be contracted for the servicing of TSLS in each of three regions of the NSW coast. A minimum of a three man dive team is required to conduct underwater service operations to a maximum depth of 20 m using approved commercial diving practice, procedures, equipment and experienced personnel.

Your quote should clearly identify which contract/s you are quoting for: 

•             Area 1 - North Coast - Kingscliff, Byron Bay, Lennox Head (x2), Ballina (x2), Evans Head, Yamba, Coffs Harbour, Mylestom, Nambucca Heads and South West Rocks

•             Area 2 – Mid Coast - Crescent Head, Port Macquarie, Old Bar, Forster, Hawks Nest, Birubi, Newcastle, Redhead, Norah Head, Avoca, Killcare, Palm Beach, North Narrabeen, North Steyne

•             Area 3 - South Coast - Bondi, Maroubra, Cronulla, Stanwell Park, Wollongong, Shellharbour, Kiama, Sussex Inlet, Mollymook, Batemans Bay and Merimbula

The DPI will consider the appointment of a single contractor to cover multiple locations if the tenderer demonstrates capacity to provide the Services in multiple locations within the specified timeframe and it is in the best interests of DPI to do so.

General scope of works: routine in-situ diving services and cleaning of the buoy and sub-frame leg of the listening station; servicing of the anchoring/mooring system; and checking integrity of the mooring chains and connections, welded seams and navigation lights fitted to the buoys.

The stations are installed on customised Meridian Plus buoys manufactured by Franklin Offshore, Australia. Receiver buoys are approximately 3 m in height and fitted with 3 m long steel sub-frame leg, which mount the receivers’ hydrophones approximately 4m below the surface. In combination, the assembled buoy installation weighs approximately 300kg. These units are secured to the sea floor by 2 x 27kg anchors and 13.5 m of 19 mm studlink chain on each anchor and 13.5 m of 22 mm studlink riser chain as a stabiliser.  

All buoys are deployed approximately 500-700m off the NSW coast in 5 to 20 m water depth.  For navigational purposes, the buoys display a yellow flashing light with a range of 2 nautical miles with a flash rate of 1 second on / 4 seconds off (except Forster which acts as a West Cardinal Light). All buoys have the required RMS approvals and their location is listed as a ‘Notice to Mariners’ through RMS. The ‘Naval Hydrographic Office’ has also included these positions on their electronic charting system."
