Tender Details

The Ministry requires a solution to provide an automated system for managing and reporting on TTSS transactions. In particular, the Ministry of Transport is seeking a system which;

* Provides more timely and extensive access to client and transaction data,

* Streamlines TTSS payments and administration and,

* Provides verifiable transaction data to provide a basis for TTSS payments.


The new system will replace the current paper based voucher system and allow electronic transactions to take place in taxis, with each transaction based on individual trip details and client details.


The Ministry is therefore seeking expressions of interest for all or part (s) of the necessary business processes and systems needed to manage;

* Secure production, supply and distribution of authorised client devices e.g. card.

* Secure automated in-taxi TTSS transactions including client and trip validation linked to the taxi metre,

* Transaction data collection and transmission. Data transfer to the Ministry should occur using standards outlined in the GCIO interoperability guidelines, i.e. using XML and web services for the interfaces.

* Transaction data management and storage,

* Data processing, financial reconciliations and payment clearing house facilities,

* Financial and compliance related data analysis and reporting.

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.
